In Leverkusen, social justice, housing supply, and climate protection are in focus in April 2026. The Social Committee has made several decisions that mark the way toward an inclusive, sustainable, and resilient city.

Social Justice and Equal Opportunities: A New Direction

April 2026 has proven to be an intense month for social policy in Leverkusen. The city is increasingly focusing on measures to promote equal opportunities, especially in education. Two proposals from the SPD and the Greens for the implementation of the recommendations of the Commission of Inquiry "Equal Opportunities in Education" were discussed and debated. The goal is to eliminate structural disadvantages and intervene early in disadvantaged neighborhoods.

A central topic was the development of a municipal education strategy that connects kindergartens, after-school programs, school development planning, and social educational steering. To this end, a municipal education office will be established, and an education conference is intended to strengthen coordination between educational and cultural actors. Financial implementation is a decisive factor – funding from state and municipal foundations as well as companies is currently under discussion.

The Suchthilfe gGmbH – Between Financial Shortages and Structural Change

The Suchthilfe gGmbH, a central institution of social infrastructure in Leverkusen, is facing significant financial challenges. The 2026 business plan, discussed in the Social Committee, shows a looming risk of over-indebtedness. As the main shareholder, the city of Leverkusen is therefore responsible for finding long-term solutions.

Although outpatient rehabilitation will be discontinued by the end of 2025, aftercare will be expanded. Staff shortages and structural problems, however, remain. In the future, the expansion of supported housing will gain in importance. At the same time, the cooperation network GSWS will continue to strengthen rehabilitation.

The financing of the Suchthilfe gGmbH is heavily dependent on public funds. Half of the costs are covered by the city of Leverkusen, the other half comes from state funds, which are often earmarked. This limits flexibility and requires close coordination.

Housing and Climate Protection: A Forward-looking Urban Development

Housing supply and climate protection are closely linked in Leverkusen. The city is pursuing sustainable neighborhood development that combines social participation, ecological sustainability, and civic engagement. With the project "Leverkusen 2040+", Leverkusen aims to create an integrated basis for future urban development.

The city promotes the expansion of renewable energy in spatial planning and is evaluating areas for renewable energy facilities. The installed photovoltaic capacity on municipal buildings is to increase to 450 kWp by 2025. At the same time, the city's fleet is being converted to low-emission technologies.

Housing policy is also shaped by sustainability. The pilot project KiTa Hardenbergstraße, with solid wood construction and DGNB sustainability criteria, shows how new buildings can be climate-friendly and socially acceptable. Rainwater collection and infiltration basins reduce the urban heat island effect and protect against flooding.

Integration and Anti-discrimination: For a Solidary City Society

Leverkusen is committed to an open, integrative city society. The Municipal Integration Center (KI) coordinates integration and offers advice, language, and labor market support. The Municipal Integration Management (KIM) with case managers was established in 2021.

The city has also set up an anti-discrimination office that offers free advice and awareness-raising work. The Charter of Diversity was signed in 2023 to promote equal opportunities and participation. Multilingual information and lay interpreter services support migrants in communication.

Outlook: A Sustainable, Social, and Resilient City

The developments in Leverkusen show how closely social justice, climate protection, and urban development are linked. The challenges are great – from financial shortages in the addiction help sector to staff shortages and structural disadvantages in education. Yet the city has also developed solutions.

Next year will be about implementing the decisions made, securing funding models, and actively involving citizens in the design process. Only in this way can Leverkusen remain a city that is worth living in for everyone.
