The program is not only a symbolic project, but a concrete instrument for microclimate cooling, biodiversity promotion, and heat island reduction. The city emphasizes that the plantings will be transparently documented — via a municipal portal — and presented annually in a report to the Climate and Environment Committee. In addition, citizen participation is a central component of the program: site selection involves the local population to strengthen acceptance and local engagement.
Implementation of the program is supported by a dedicated special column for tree care, showing that Hamm thinks long-term about the maintenance of trees — not just their planting.
Climate Protection and Budgetary Realities: A Delicate Balance
In addition to the 1000-Trees Program, Hamm also had to deal with budget cuts in the nature conservation area. For example, 20,000 euros annually were cut from the budget for species protection measures. At the same time, the city emphasizes that it still wants to make effective contributions to the preservation of biodiversity — for example through protection measures for endangered species such as the nightjar, the nightingale, or the beaver.
The Species Protection Assessment (ASP) and the FFH Compatibility Assessment are a central part of the planning, especially for new leisure facilities. For example, the 43rd amendment to the land use plan for leisure use in Haaren was approved, which provides for de-sealing and nature-friendly design. Green roofs, permeable materials, and the observance of breeding bird protection periods are key elements here.
The city must therefore balance ecological goals and financial feasibility. This is also evident in the Investment Plan 2026–2030, in which Hamm wants to invest 333.5 million euros — including 229 million euros alone in the construction sector. Climate protection measures, such as the renovation of buildings or the promotion of renewable energies, are explicitly listed as climate projects.
From the Heat Action Plan to the Sponge City: Climate Adaptation as Everyday Practice
The city of Hamm has not only committed to long-term strategies such as the Heat Action Plan, but has also implemented concrete measures. The Heat Action Plan is part of the Integrated Climate Protection Concept and aims to make Hamm climate-neutral by 2035.
In March 2026, the monitoring structures for the Heat Action Plan were also established. Three components form the basis: the implementation of measures, the evaluation for optimization, and the collection of health data. This structure enables the plan to be continuously reviewed and adapted to new challenges.
