The Education Committee discussed key topics on school development, IT infrastructure, and family support in education during its third meeting on April 28, 2026. The discussions not only revealed concrete plans but also highlighted the challenges of working with limited resources and increasing demands.

Family-Oriented Primary School Centers: Networking and Prevention

A central project that dominated April was the establishment of Family-Oriented Primary School Centers at two Gütersloh elementary schools: the Altstadtgrundschule and the Grundschule Sundern. The creation of these centers is part of state funding under North Rhine-Westphalia guidelines and will be financially supported by the state until 2029.

The centers aim to create a multiprofessional network that supports families in educational and social contexts. The goal is to consolidate preventive services and strengthen parent involvement as well as parent-child prevention programs. The operator is the Arbeiterwohlfahrt (AWO), emphasizing the link between education and social services.

In April, staffing plans were finalized: a half-time position for leadership at each participating school and a half-time position in the city's child and youth support services for coordination. State funding covers 80%, with the remaining share covered by the city.

Digital Education: Expansion and Educational Objectives

The digital transformation in schools was another focus. As a school authority, the City of Gütersloh aims to ensure a future-ready and high-quality educational landscape in which digital technologies are used responsibly. The digital infrastructure and school equipment – from high-performance networks to presentation technology – are central to this effort.

Digital equipment remains the property of the schools up to grade 6; from grade 7 onward, digital participation is guaranteed through a reliable procedure. The city emphasizes that digital tools should complement, not replace, basic competencies in reading, writing, and problem-solving.

Regarding the use of AI tools in the classroom, clear guidelines apply: their use is regulated within the North Rhine-Westphalia Media Competence Framework. The goal is to enable students to use AI in a reflective and responsible manner.

Admission Process for Grade 5: Transparent, but Strictly Limited Procedures

Another important topic was the admission process for grade 5. With a total of 993 applications and 989 possible placements, it became clear that the demand for school places is closely aligned with capacities. The city coordinates the process according to the district government's guidelines and provides application materials.

At the grammar schools, there were 100 rejections. The CDU faction criticized the lack of prioritization for grammar school recommendations, which the administration explained by legal constraints. In North Rhine-Westphalia, grammar school recommendations are not binding and cannot be used as a criterion in cases of capacity limitations.

Another issue was highlighted: applications submitted outside regular office hours, which led to a surge in parent traffic. The city will likely seek solutions to make the process more transparent and fair for all involved.

Outlook: Education as a Central Factor in Urban Development

The discussions in April 2026 show how closely education and urban development are connected. The establishment of family-oriented primary school centers, the digitalization of schools, and the provision of school places are not only educational policy issues but also key to the social and economic development of Gütersloh.
