Housing and Social Affairs in Dortmund: Political Highlights in April 2026
In April 2026, Dortmund set numerous accents in social and housing policy in the Innenstadt-Nord district and beyond. From supporting school projects and cultural initiatives to investing in social infrastructure – the city is actively addressing social challenges.
Social Affairs and Housing Policy: A Month of Impulses in Dortmund
Social and housing policy in Dortmund in April 2026 was marked by a wide range of initiatives addressing education, integration, culture, sustainability, and infrastructure. Decisions made in the Innenstadt-Nord District Council not only address current needs but also influence the future of urban development.
Education and Social Work: Investments in the Next Generation
A central focus of April was the support of educational projects, particularly in the area of social competence development. A social competence training program for fifth graders was established at the Gertrud-Bäumer-Real Gymnasium and the Helmholtz Gymnasium, with a total funding of 32,000 euros, including 15,000 euros from the Social City Action Fund. The goal is to strengthen conflict prevention and self-confidence.
Associations such as the Förderkreis of the Albrecht-Brinkmann Primary School and the Elterncafé Libellen Primary School also benefited from funding. The latter initiated a district marketing project with parent-focused courses, which will continue until 2027. These measures show how the city is strengthening social stability in the long term through education and parental engagement.
Culture and Integration: Harnessing Diversity as a Resource
In April, several projects were approved that promote cultural diversity and social participation. The graffiti project "Graffiti for Peace" in the summer of 2026, which involves both youth and people with disabilities, is an example of how cultural work can advance integration. Additional applications were submitted for the 2026 Harbor Concert and the artistic project "How to become a sweet potato," which has an anti-racism focus.
The association "7000 Schmetterlinge" operates a learning garden project on biodiversity and sustainability, also supported by funding. Such initiatives not only contribute to cultural work but also strengthen ecological awareness in the community.
Housing and Neighborhood Development: Investments in the Future
Another important topic was neighborhood development and the handling of real estate. The "Courtyard and Facade Program" supports private property owners in the Nordstadt district with energy-efficient renovations, greening, and facade design. With up to 50% of eligible costs covered and a total amount of 2.658 million euros until 2034, the city shows strong commitment to sustainable urban development.
In addition, the fire safety renovation of the Fritz-Henßler-House is continuing, with 57,700 euros already invested. The search for a new location for the Westfalenkolleg is also underway, as the current site requires renovation. The city is thus investing not only in the existing infrastructure but also in the future of its urban infrastructure.
Financing and Funding: Structures and Challenges
Financing of the measures was a recurring topic. Numerous projects, from social competence training to cultural festivals, encountered the need for clear funding. The city of Dortmund also benefits from funding from the State and Municipal Infrastructure Financing Act (LuKIFG) in the amount of over 357 million euros. These funds are intended for investments in education, climate protection, and transport infrastructure and can be used until 2042.
However, the dependence on external funding sources remains a challenge. Especially for projects such as the Dortmunder Health Kiosk, which serves as a low-threshold access point to the healthcare system, funding beyond 2026 will be crucial. Securing such facilities is a central issue in social infrastructure policy.
Outlook: Strengthening the Community through Policy
April 2026 shows that Dortmund remains active in social and housing policy. By investing in education, culture, and neighborhood development, the city not only improves the current situation but also shapes its future. The challenge remains to develop long-term financing strategies and to reduce social inequalities in a sustainable way.
