The focus was on digitalization, investment strategies, and strengthening regional economic structures – with far-reaching implications for the future of the Westphalian metropolis.

Innovation and Economic Promotion: Dortmund as a Technology Location

In the March 2026 meeting, Dortmund positioned itself as a regional innovation driver by presenting several strategic projects aimed at strengthening digital transformation and technological infrastructure. The TechnologieZentrumDortmund remains a key player in economic promotion. With an occupancy rate of 88% and 166 jobs in 6 companies, the facility is a key location for SMEs and research institutions.

Another highlight is the MST.factory project, which with an investment of 26.9 million euros and a funding of 18.5 million euros (EU Chips Act), enables the establishment of a competence center for micro- and nanotechnology. The city is pursuing a clear approach here: the creation of a Photonics Valley region that generates economic impulses through research, production, and services.

In addition, the Center for Logistics & IT (ZLI) will see a total investment of 30.4 million euros. The commissioning is planned for September/October 2026, and the ZLI is intended to attract up to 220 SMEs and start-ups. The focus here is on the networking of logistics, IT, and Industry 4.0.

These projects show how Dortmund wants to establish itself as a core location for technology and innovation. The city is not only investing but also pursuing strategic partnerships – for example, in the EDIH-DO project, which promotes digital progress in SMEs.

Financial Planning and Budget Development: Challenges and Opportunities

The financial situation of the city of Dortmund is characterized by an exciting shift between surpluses and deficits. For the years 2019–2023, the total surplus was 491 million euros, made possible by income and extraordinary earnings due to the pandemic. However, from 2024 onwards, a budget deficit of a total of 395 million euros is expected until 2027.

The city is pursuing a conservative budget strategy aimed at transparency and consolidation. Thus, delegations of authority were strictly limited, and expenditures were tightly controlled – in 2023, 97.1% of the planned funds were actually spent. The investment ratio was significantly above the value depreciation at 161%, showing that Dortmund is investing in infrastructure.

A key point is the credit policy, which focuses on liquidity security. The Finance Department is responsible for central credit and investment management, and investment credits as well as liquidity credits are planned until 2027. At the same time, the city has built up a compensation reserve of 498 million euros to cushion future risks.

The challenge is to combine climate goals with financial resources. By 2035, Dortmund wants to achieve climate neutrality – but for this, the funds for climate protection measures must be doubled or even increased eightfold. A central role here is played by the renovation of the city's building stock, which is associated with a financial requirement of 5.1 billion euros.

Climate Protection and Sustainability: Dortmund on the Way to Climate Neutrality

The city of Dortmund's climate protection strategy is ambitious. With the Action Program Climate-Air 2030 and the Masterplan MiKaDo (Masterplan Integrated Climate Adaptation), Dortmund is implementing a wide range of measures: from heat pumps and solar thermal to geothermal energy, waste heat utilization, and the promotion of climate-friendly mobility.

A central project is the Energy Usage Plan (ENP), which serves as the basis for the Municipal Heat Planning (KWP). The ENP provides a digital twin of the heating infrastructure and shows how heat demand can be reduced by 7% by 2035. The city plans to cover 55% of heat demand through heat networks, relying on a mix of heat pumps, waste heat, and biomass.

In the field of mobility, Dortmund promotes the Jobticket, used by up to 3,200 employees, and has introduced a company bike program, which concluded 1,090 leasing contracts by February 2025. In addition, the city has established a bike-sharing offer and a bike app (Bike Citizens).

But the challenges remain: there is a lack of a central coordination of corporate mobility management, and the financing of climate protection measures remains a central point of political debate.

Outlook: Dortmund as a Model City for Economy and Sustainability

With the measures of the March 2026 meeting, Dortmund has set a clear course: Innovation, investments, and sustainability form the pillars of the economic strategy. The city wants to establish itself not only as a technology location but also as a pioneer in climate protection.

Digitization and broadband expansion are crucial here – not only for the economy but also for the quality of life of citizens. The promotion of SMEs, the strengthening of education, and the integration of seniors into the economy round off the picture.

Dortmund is facing an exciting future. The challenges are great, but the strategy is clear. With clever financial management, an ambitious climate protection policy, and a focus on innovation, the city has all the prerequisites to establish itself as a beacon for economic and ecological sustainability.
