Youth Policy in Bochum: New Recognitions and Inclusive Educational Offers

In May and June 2026, Bochum saw significant developments in youth policy. The Committee for Children, Youth and Family engaged intensively with the recognition of independent youth welfare providers, presented new educational projects, and discussed the future of parental support in the city.

Recognition of Youth Welfare Providers: Stability and Innovation

In May 2026, it was decided to newly or re-recognize three youth welfare providers: The Center for Democracy and Human Rights e.V. (ZDM) received a time-limited recognition until 2029, while Ronak e.V. and GEMI e.V. were recognized without a time limit. These decisions are based on proven activities in the areas of inclusion, integration, language support, and digital education. Particularly noteworthy are projects such as the chess courses for children with and without disabilities or the media literacy workshops, which have received widespread approval in Bochum.

The recognition of such providers is a central pillar of youth welfare in Bochum and enables the realization of diverse offers for children and young people. It underlines the stability of local youth welfare and the willingness to introduce innovations in the field of education and integration.

Inclusive Education and Digital Competence

Another key topic was the promotion of inclusive education. The project „Schach Gemeinsam – Barrierefrei zum Erfolg“ (Chess Together – Accessible to Success) sets an important example here: It allows children with and without disabilities to play chess together and thus strengthen their social skills. At the same time, digital education projects such as YouTube Workshops or Data Protection Training were introduced, which prepare young people for the challenges of the digital world.

These measures show how Bochum is focusing on digital education and also taking into account the needs of children with special support requirements. At the same time, language support is being further expanded through language tandems, in which native speakers pass on their knowledge to other young people.

Parental Support and Process Guides: Prevention Rather Than Intervention

Another central topic was parental support, which has already been successfully implemented in Bochum for several years. Between 2023 and 2025, more than 351 offers were carried out, reaching over 8,600 people. Offers such as parent cafés, thematic evenings, and reading circles strengthen parents in their role and promote the educational competence of families.

In addition, process guides were introduced, who support young people with disabilities and their families in applying for support. These guides work closely with the youth welfare office, the school system, and the healthcare sector and are a crucial component in prevention rather than later intervention. The service has been in operation in Bochum since December 2024 and will be further expanded.

Challenges in Youth Welfare

Despite the progress made, challenges remain. Particularly in the diagnosis and therapy of children with disabilities or on the autism spectrum, there are still bottlenecks. Waiting times for early intervention or treatments can be up to one year. In addition, the coordination between the youth welfare office and the LWL is not yet fully clarified, which complicates the implementation of support measures.

Also, the funding of more flexible childcare offers such as flexible daycare centers (Flex-Kitas) remains limited due to the budget. Although these facilities contribute to the compatibility of family and work, further expansion is not planned.

Outlook: Strengthening Youth Policy in Bochum

The decisions and projects of May and June 2026 show that Bochum is actively shaping youth policy and responding to the needs of the younger generation. At the same time, it becomes clear that there is still room for action in coordination, funding, and diagnostics.

In the future, it will be important to further strengthen inclusion and democracy promotion, expand parental support as a preventive instrument, and professionalize digitalization in youth education. With this, Bochum has the opportunity to be a pioneer in the field of youth policy and to inspire other cities.
