In April 2026, the city of Bochum intensified its focus on preventive measures in youth welfare. A newly established decision-making body, comprising political members of the Committee for Children, Youth and Family as well as professionals from the youth office, will now steer the emphasis on preventive work in the future. The goal is to avoid costly post-facto support and to respond to social tensions at an early stage. Particular attention is given to gender mainstreaming, inclusion, and intercultural cooperation.

The updated funding guidelines also emphasize the need for evaluations and contributions from applicants. Youth can thus receive up to 7,500 euros for projects – an investment aimed at the city's sustainable development.

Play Space Design as an Opportunity for Inclusion and Sustainability

Another focus in April was the redesign of existing and the planning of new playgrounds. For example, the redesign of the children's playground at Bunsenstraße is oriented around themes such as "treehouse," "nature," and "forest/jungle." Involving children in the planning process is a central aspect. The aim is to create inclusive play areas that offer sensory experiences and simultaneously promote physical activity, role-playing, and social skills.

Sustainability is also a key concern in terms of equipment. Natural materials such as wood and natural stone dominate, and lacquered metals are avoided. Safety standards (DIN EN 1176, 1177) and accessibility for all age groups – including barrier-free access – are decisive criteria. The cost of redesigning Kolpingplatz amounts to around 120,000 euros, and the playground will be realized in the summer of 2026.

Funding and Cost Development: Challenges and Responsibility

The cost development in youth welfare has changed dramatically in Bochum. Between 2024 and 2025, total expenditures for child support increased by 28.1 million euros (+43.8%). Even more significantly, the costs for outpatient integration support increased by 252.4% since 2020. This development is mainly attributed to rising demand, developments in collective agreements, and higher material costs.

The city now calls for stronger financial support from the federal and state levels. A youth and education policy financial equalization mechanism is being discussed to relieve municipal responsibilities. At the same time, a tiered model for inpatient support is proposed, which differentiates according to cost levels and thus creates transparency.

Future Perspectives: Networking and Participation

The future of youth policy in Bochum strongly depends on the networking between schools, youth welfare services, and health services. Preventive measures such as school social work or outreach services must be better funded and coordinated. In addition, a quality circle for child protection specialists is being strengthened, which coordinates training, dialogue, and improvement proposals.
