In 2026, Bochum plans investments of 52.7 million EUR for the VBW Bauen und Wohnen GmbH. At the same time, a 30.3 million EUR investment program is planned for the Bochum Stadtwerke Holding GmbH. For Energie- und Wasserversorgung Mittleres Ruhrgebiet (ewmr), a 333.2 million EUR investment volume is planned for material costs.
Financing these projects is mainly carried out through grants from the EU, federal and state levels, as well as through land sales. The city of Bochum has already provided 30 million EUR as equity financing, with 15 million EUR invested in 2020 and a further 15 million EUR to be invested upon request.
The city’s photovoltaic plants, such as the one in Josephinenstraße, are another example of climate policy-driven investments. The costs for these plants are in the low six-digit range, with an amortization period set at 20 years.
Economic Planning and Risks
The economic planning for 2026 shows that Bochum is deeply interconnected with several subsidiary and project companies. For instance, the WirtschaftsEntwicklungsGesellschaft Bochum mbH (WEG) plans a capital contribution of 3.5 million EUR. Furthermore, the financial situation of the Bochum Stadtwerke Holding GmbH is critical: a cash flow of -15 million EUR in 2026 indicates that investments cannot be covered from operational results.

Bochum’s financial policy is at a crossroads in 2026. On the one hand, the city has a strong foundation in the form of high equity and a stable balance sheet total. On the other hand, a growing deficit is evident in operational planning, particularly in subsidiaries such as the WasserWelten Bochum GmbH, which is expected to report an annual loss of 13.4 million EUR.
To remain financially stable in the long term, transparency, adherence to deadlines, and realistic economic planning are crucial. The future of Bochum depends on how well the city is able to finance investments without endangering its financial foundation.
