Governance and Administration in Aachen: Personnel, Citizen Participation, and Decision-Making in April 2026

In April 2026, Aachen focused on core topics of governance and administration: personnel policy, citizen participation, and the implementation of decisions. The Personnel and Administration Committee, the Citizens’ Forum, and the Operations Committee of Aachener Stadtbetrieb discussed issues such as personnel marketing, citizen councils, waste management, and more. This blog analyzes the key developments, background, and implications.

Governance and Administration in Aachen: Decision-Making Structures and Citizen Participation

In April 2026, the city of Aachen engaged intensively with topics related to governance and administration. Several committee meetings addressed personnel, organizational, and communication aspects that influence the future of the administration and citizen participation. In particular, personnel marketing, citizen councils, and the implementation of decisions were in focus.

Personnel Policy: "Zusammen.Finden" and the 2026 Staff Plan

In April 2026, the Personnel and Administration Committee discussed the report on the personnel situation and personnel marketing of the city of Aachen. The city remains the third-largest employer in the region and is relying on three strategic concepts: "Zusammen.Finden," "Zusammen.Wachsen," and "Zusammen.Lernen." The "Zusammen.Finden" initiative aims to attract qualified personnel and emphasizes the "candidate experience" and the expansion of personnel marketing.

The 2026 staffing plan included a reduction of 59.5 positions, 21 of which had remained vacant over the past 24 months. The administration developed the staffing plan under economic and organizational review, taking into account budgetary feasibility. In addition, new positions were created, particularly in the field of civilian emergency and response planning as well as in specialist departments funded by third-party resources.

Another issue was the introduction of a candidate management software, which reduces routine workload but at the same time increases the need for specialized personnel support. The need for additional staff is currently being evaluated based on practical experience.

Citizen Participation: Evaluation of Citizen Councils

The Citizens’ Forum decided to have the independent Citizens' Foundation Lebensraum Aachen conduct an annual evaluation of the implementation of recommendations from citizen councils. The goal is to improve the effectiveness and transparency of implementation and to enhance the credibility of the participation format.

The evaluation will complement the city's existing reports and will be presented annually in the Citizens’ Forum. The administration is required to provide feedback on the recommendations by the end of May to enable the report to be submitted to the Citizens' Foundation by July.

Another project was a citizens' petition for the improvement of parking conditions west of Aachen Central Station. In this case, the administration recommended not to pursue the proposed measures at this stage and to wait for the planned development of the BlueGate project. The discussion showed how closely citizens' petitions are linked to municipal planning processes.

Waste Management: Demolition of Underground Systems in the City Center

In April 2026, the Operations Committee of Aachener Stadtbetrieb decided to dismantle the underground waste collection systems in the city center and replace them with above-ground waste bins. The existing systems are no longer economically viable due to deterioration and high maintenance costs. The administration recommended Alternative 2 – filling by opening the lid – due to lower costs and higher safety.

The decision was based on a comprehensive cost-benefit analysis that also considered design and functional aspects. Implementation is planned for 2026 and is seen as part of a comprehensive modernization of the city's infrastructure.

Conclusion: Governance as a Process of Continuity and Innovation

April 2026 showed how multifaceted governance is in Aachen: from personnel policy to citizen participation to infrastructural decisions. The city is relying on a modern personnel strategy, transparent citizen participation, and pragmatic decisions in public space. At the same time, it is evident that governance is not a static condition, but a dynamic process that must be continuously reviewed, adapted, and optimized.
