Governance and Administration in Aachen: Digitalization, Demographics, and Traffic Management in March 2026

In March 2026, the city of Aachen engaged intensively with the future-readiness of its administration, demographic change, and traffic planning. This monthly analysis highlights how governance decisions in these areas were made and what impacts they have for Aachen.

Governance and Administration in Aachen: Decisions in March 2026

The city of Aachen addressed key governance topics on multiple levels in March 2026. Particularly noteworthy are the advances in the digitalization of the administration, the implementation of the demographic concept, and discussions on traffic management and Sunday store openings. These topics show how Aachen is responding to challenges while simultaneously advancing long-term developments.

Progress in the Digitalization of the Administration

Aachen has been actively engaged in digitalization for several years, and in March 2026, concrete results were presented. The collaboration between Department 11 (Personnel and Organization) and Department 15 (Digital Administration and IT Coordination) led to the establishment of a digital process management system, referred to as "end-to-end" digitalization. The goal is to simplify and optimize processes while simultaneously relieving staff of routine tasks.

A central project is the introduction of a video consultation service in the Citizen Service. This is to be launched in a pilot phase starting in August 2026, bridging the gap between online applications and in-person appointments. The video consultation will be implemented in compliance with the GDPR and European cybersecurity standards. In the long term, the aim is to reduce peak times in public traffic and make administrative services more accessible.

In addition, AI is being used in the administration to pre-check applications and reduce errors. However, decisions remain the responsibility of humans. Another goal is the development of AI competencies within the administration, supported by training and a central information platform on the intranet.

Demographic Concept and Senior Support Plan

Demographics were also a focus in March 2026. The demographic concept of the city of Aachen, initiated in 2018 by the SPD faction, was further developed and ultimately adopted by the City Council. The concept outlines eight action areas, including health and care, housing and neighborhoods, innovation and digitalization, and mobility and infrastructure. Concrete recommendations for action were formulated in each field.

Another focus is the heterogeneity of the elderly population, which is why local approaches and small-scale solutions are required. A Senior Support Plan is being developed on the basis of the concept, specifying action measures, infrastructure needs, and resource requirements. Politicians from different parties emphasized in discussions that age-appropriate housing design, neighborhood care, and the strengthening of volunteer work are central elements of implementation.

Traffic Management and Sunday Store Openings

A further central topic was traffic management. For example, in the district committee Aachen-Brand, a proposal for the temporary closure of parking spaces on Heussstraße was discussed to reduce traffic congestion. In addition, the impact of construction sites at the Brand motorway exit was discussed.

Another focus was on Sunday store openings. The city of Aachen developed an administrative ordinance to meet the applications for Sunday store openings in 2026. Applicants such as the Burtscheider Interessen Gemeinschaft (BIG) and the IG Brander Handel submitted a total of eight Sundays, which are to be opened mainly on the occasion of markets, festivals, and Christmas markets. The administration found that the legal requirements were met and recommended the ordinance, which was ultimately passed by a majority.

Outlook: Governance as the Key to Aachen's Future

The decisions in March 2026 show how governance in Aachen responds to both short-term challenges and long-term developments. The digitalization of the administration, the demographic concept, and the adaptation of traffic management are examples of how Aachen is acting as a modern city while simultaneously addressing the needs of its population.

In the coming months, it will be particularly interesting to observe the implementation of the Senior Support Plan and analyze the effects of the video consultation service in the Citizen Service. In this way, the city of Aachen demonstrates how governance and administration are capable of combining innovation, inclusion, and sustainability.
