Aachen's 2026 Budget Plan: Digitalization, Investments, and the Role of Eurogress
In February 2026, Aachen focused on crucial budget discussions that will shape the city's future in digitalization, investment planning, and economic development. The Committee for Digitalization and the Main and Finance Committee provided clarity on the financial orientation for the coming years.
Digitalization as a Central Budget Factor
Digitalization has gained increasing importance in Aachen in recent years – and this is reflected in the 2026 budget plan. In February 2026, the Committee for Digitalization passed important decisions regarding partial result plans and partial financial plans for various products. These particularly affect products 010202, 011001, and 150103, which were set as part of the medium-term financial plan for the period 2026–2029.
Investments in the consumptive part of the financial plan were approved with consideration of the product sheets. All changes made during the budget discussions were unanimously decided. Particularly interesting is the fact that financial and consumptive effects were reported as zero – indicating that the planned measures either do not require any inflows or outflows or these have already been fully covered.
Investment Planning and Prioritization Lists
The draft 2026 budget, introduced to the Aachen City Council on December 17, 2025, also includes a prioritization list for investments exceeding 150,000 euros. This list was forwarded by the Finance Committee to the specialist committees to enable detailed discussion of the individual measures.
The Finance Committee reports explicitly state that the funding of the investments is considered secured. Nevertheless, it is also noted that there may be insufficient funding for some measures – indicating potential risks in the financial planning. Investment planning is therefore a central issue that will come under close scrutiny in the coming months to close any potential gaps.
Eurogress Aachen: Business Plan and Financial Impacts
Another focal point in the February discussions was the 2026 business plan of Eurogress Aachen. The Eurogress Operations Committee recommended the business plan for adoption, and the Main and Finance Committee took note of it. The Aachen City Council finally endorsed the proposal and adopted the 2026 business plan.
Interestingly, the business plan does not show any inflows or outflows during the examined period. This could indicate that the planned measures are purely structural or personnel-oriented, or that they have already been accounted for in other budget items. Moreover, no financial or investment effects were reported, which could raise questions about the transparency of the planning.
Another topic discussed was the return of event spaces in the Tivoli to the ASB GmbH. The collaboration between Eurogress and ASB GmbH is assessed as stable and economically viable. According to reports, the marketing by Eurogress prevented revenue losses and reputational damage for the city of Aachen. Additionally, synergy effects through the use of personnel resources and structures of Eurogress enable an economically viable use of the premises.
