The city of Aachen has taken a close look at its financial structure in April 2026. Following the announcement of the audited annual report for 2024, which shows a deficit of approximately 42.65 million euros, the financial implications of investment and cultural projects as well as the medium-term budget planning are also in focus.

In 2024, Aachen reported a total balance sheet amount of 3,386,592,244.16 euros, with an annual deficit of -42,651,142.05 euros. This deficit is covered through the use of the equalization reserve. The Audit Committee approved the 2024 annual report and issued an unqualified confirmation statement. In addition, the Mayor, Dr. Michael Ziemons, was granted a vote of confidence.

The Role of the Equalization Reserve and Budget Planning

The equalization reserve plays a central role in Aachen's financial model. It is used to offset deficits without incurring additional debt. The deficit of 42.65 million euros was covered by the reserve in this year. This demonstrates that Aachen has financial flexibility to manage crises or unexpected deficits.

In April 2026, a budgetary freeze was also approved to prevent the spending of funds during the current year that are needed for future investments or to cover deficits. This is a step to ensure long-term financial stability.

The audited annual report of the City Theater and the Aachen Music Directorate for the fiscal year 2023/2024 shows a surplus of 836,226.08 euros. However, deficits are planned for the seasons 2026/2027 and 2027/2028. For 2026/2027, a deficit of approximately 1.4 million euros is expected, to be covered by the reserve. For the season 2027/2028, even a deficit of 1.75 million euros is planned. This shows that the financing of cultural institutions in Aachen depends on long-term planning and reserves.

In addition, investment measures in stage technology are planned. For each of the seasons 2026/2027, 2027/2028, and 2028/2029, a sum of one million euros is allocated for the modernization of stage technology. These investments are necessary to make the technical equipment future-ready and to ensure the cultural offerings in Aachen.

Renovation of the Old Town District Büchel

Another project discussed in April 2026 is the renovation of the old town district Büchel. The costs for the renovation are shared by the city of Aachen and the municipal development company (SEGA). The financing is partly covered by subsidies, land sales, and compensation payments.

The city plans to apply for urban development subsidies in the autumn of 2026 to partially refinance some of the measures outlined in the action plan. The municipal share of these subsidies is expected to be 30 percent of the eligible costs.
