Aachen: Social Offerings and Housing Planning in the Focus of the Demography Concept

Demographic Policy as a Central Building Block for Social Stability in Aachen
In recent years, the city of Aachen has increasingly addressed the challenges of demographic change. In February 2026, the new Demography Concept was adopted, serving as a strategic foundation for the future social shaping of the city. With a cross-departmental approach and eight areas of action – ranging from health through housing to mobility – the city has developed a comprehensive picture of future requirements.
Concrete Measures to Strengthen Social Infrastructure
The Demography Concept is not merely a theoretical document, but defines clear recommendations and projects. A central role is played by neighborhood development, especially in socially disadvantaged areas such as Forst/Driescher Hof. Here, Aachen is building a stronger social network through neighborhood projects, intercultural events, and intergenerational activities.
A concrete example is the project "Adventure of Finding a Home," conducted in cooperation with the Senior Council. The goal is to assist older people in finding age-appropriate housing – a point explicitly mentioned in the Demography Concept.
In addition, the city supports integration camps, such as the sailing or circus youth camp, which were supported in 2026 with a total of 26,000 euros from the former Rummeny Foundation. These projects are not only integration-promoting but also a step toward an inclusive youth policy.
Challenges in the Funding of Social Services
Despite the positive developments, there are also clear funding gaps, which were intensively discussed in the Committee for Social Affairs and Demography. For example, there are no funds for the continuation of the project "Daily Structure and Warm Room" by WABe e.V. and for the AWO Neighborhood Development Burtscheid, whose funding for 2026 is not yet secured.
A further issue is the funding of volunteer agencies, which are budgeted at 62,300 euros in the draft budget for 2026, while the providers have already requested 85,000 euros. Although the city has decided on an indexation of subsidies, which creates more planning security in the long term, the current funding gap remains.
Future of Community Centers and Warm Hubs
The Community Centers in Aachen, which serve particularly as social contact points for older people, are to be made future-ready according to the Demography Concept. From 2023 to 2025, they were additionally supported as warm hubs, but no further support is planned for 2026. The providers (Diakonie, AWO, Caritas) have once again requested 50,000 euros to ensure social meeting opportunities even in the colder months.
Outlook: What’s Next with the Demography Concept?
The Demography Concept is a milestone in Aachen's social policy. It shows that the city is ready to actively address the challenges of demographic change. However, the implementation is strongly dependent on financial resources. The discussions in the committee show that there are still many open questions and fields of action – especially regarding the funding of independent providers and the long-term planning of social projects.
But with the indexation of subsidies, enhanced neighborhood development, and support for integrative projects, Aachen has chosen a clear course. The coming months will show whether this course remains financially sustainable – and how strong the city is in reducing social inequality and enabling a life in dignity for all population groups.
