KfW 444: Natural Climate Protection in Municipalities

Salzhausen considered Module A (nature-friendly green space management) particularly relevant. The municipality plans to develop a green space maintenance concept to be implemented on an area of approximately 15 hectares.
Although the program is financially feasible for the city—the minimum investment is 30,000 euros, with the original 80% funding reduced to 50%—discussions in the committee revealed concerns regarding administrative effort and potential conflicts with residents. In addition, staff qualification is required to implement the new maintenance concepts.
Tree Protection Ordinance: Protecting Green Infrastructure
Another significant decision was the proposal to issue a Tree Protection Ordinance. The goal is to secure the tree stock in the long term while simultaneously preserving the urban and landscape image as well as quality of life. The municipality has decided not to continue funding for plug-and-play solar devices. In total, 24 applications were processed, but many applicants already had larger photovoltaic systems. The administration justified the discontinuation by stating that the administrative effort was too high in relation to the benefit. Instead, the focus should be on energy counseling within the individual renovation plan (iSFP).
Green Space Development and Biodiversity
The discussions in April show that Salzhausen has consciously chosen a sustainable approach to green space development. The municipality is focusing on natural greenery, tree protection, and the creation of nature reserves. For example, the guidelines recommend preferring native wild plants, avoiding pesticides, and creating multi-layered vegetation.
Another focus is the long-term maintenance of these areas. The municipality is required to ensure maintenance and care during the funding period. In addition, a documented progress review is planned over a period of five years.
