Municipal Highlights April 2026 – Salzhausen

A month full of decisions and developments in Salzhausen: from new personnel in the town hall through climate protection and tourism to kindergarten places and budget decisions. Here is the monthly review.

Climate, Culture, and Childcare in Focus

What was important this month

  • New appointment in the town hall: Mr. Ulrich Emcke was appointed as the general representative of the mayor of the administrative community – a step toward stabilizing the administration.
  • Tourism with character: The mascot "Lütt Turmi" could soon become the symbol of the administrative community's tourism.
  • Childcare in focus: There are currently available spots in nurseries and kindergartens – good news for families.
  • Climate protection remains a priority: A tree protection ordinance was adopted, and KfW funding for climate protection measures is in focus.
  • Budget decisions in Toppenstedt: Over 100,000 euros were approved for municipal expenses – including a welcome gift for newborns.

Climate Protection and the Environment: Agreement and Outlook

In April, several decisions regarding climate protection and environmental management were in the spotlight. The Environmental and Climate Protection Committee of the municipality of Salzhausen adopted a tree protection ordinance, aimed at legally safeguarding the tree stock and establishing uniform regulations. At the same time, the funding for plug-and-play solar devices was suspended, with future support instead being placed on energy counseling via the individual renovation plan (iSFP).

Additionally, the counseling on KfW funding measures in the program 444 "Natural Climate Protection in Municipalities" was postponed, as the administration must first conduct further cost analyses – particularly for component A3. These decisions show that Salzhausen understands climate protection as a long-term task in which both the administration and the citizens are actively involved.

Tourism with a Personality: "Lütt Turmi" as a Symbol

The Committee for Environment, Climate Protection, and Tourism discussed the introduction of the mascot "Lütt Turmi" as the official identification symbol of the administrative community. The digital implementation for the website, social media, and brochures is already planned. A physical version – such as a plush figure or a walking act – is being considered in phases, with sponsorship from local companies also under review.

In addition, a proposal for the designation of a tourist cycling route through the administrative community area was presented. The decision is planned for the administrative community council. Thus, tourism in Salzhausen is not only receiving a modern digital presence but also a symbolic face that makes the region more recognizable.

Childcare and Culture: Progress and Planning

In the Committee for Children, Youth, Sports, and Culture, an overview of the current childcare needs was provided. There are currently 8 free nursery places and 5 free kindergarten places, with nursery children only transitioning to kindergarten at the start of the new kindergarten year. In addition, the annual report of the administrative community library was presented, showing an 8.8% increase in lending between 2022 and 2025. For 2026, a software update and new events are planned.

The competition STADTRADELN will take place from June 1 to June 21, 2026, and registration is already possible. In addition, the weekly picture book cinema will resume after Easter – a welcome return for families.

Budget in Toppenstedt: Expenses and Outlook

In Toppenstedt, important budget decisions were made in April. The council approved unplanned and extraordinary expenses of 101,581.40 euros for the year 2024, including the welcome gift for newborns amounting to 2,032.01 euros. The total budget amounted to 200,000 euros, with the tax capacity FAG at 184,663 euros slightly exceeding expectations.

The approval of the minutes and the discussions on further proposals, including the new layout of the local areas and bus shelters, show that Toppenstedt is working toward a structured and financially secure future.

Insight into the Administration: New Structures and Personnel

In the council meeting of the administrative community of Salzhausen, Mr. Ulrich Emcke was appointed as general representative of the mayor of the administrative community for a period of 8 years. This is a step toward stabilizing the administration, especially in times when short-term absences or changes are possible. The legal basis for the appointment was clearly defined, underlining the transparency and legal certainty of the process.

April 2026 has shown that Salzhausen and its municipalities are actively responding to the challenges of the future – whether in the areas of climate protection, tourism, or childcare. The decisions reflect a clear focus on sustainability, identity, and citizen-friendly structures. In the coming months, it will be particularly interesting to see how the mascot "Lütt Turmi" is integrated into the region and what new impulses the KfW funding measures can provide.

Even if not all decisions are immediately visible, they contribute to making Salzhausen and its municipalities more livable and future-ready.
