Youth policy is a central component for the development of a municipality. In the Samtgemeinde Salzhausen, which consists of several towns including Salzhausen, Oelstorf, Luhmühlen, Garlstorf, Vierhöfen, and Wulfsen, structured offers are being made to actively involve young people. In April 2026, the youth parliament, cultural events, and library offerings were in particular focus – both in planning and implementation.

The Youth Parliament: Structures and Challenges

The youth parliament of the Samtgemeinde Salzhausen is a central actor in local youth policy. It currently consists of five members: Nico Drewitz (Chairperson), Antonia Krämer (Vice Chairperson), Annika Gaetcke (Treasurer), Lilly Monzer (Secretary), and Mirka Budimir (responsible for press and public relations). The members come from different towns within the Samtgemeinde and different schools.

In April 2026, the youth parliament was invited to report to the Committee for Children, Youth, Sports, and Culture. This report was part of the agenda of a public meeting held on April 20. The young participants presented their plans for the future, including a movie night at the outdoor swimming pool, an art workshop, school visits, and networking meetings with other youth parliaments.

A central problem, however, became evident: the current composition of the youth parliament was not formed through an election, but due to a lack of applicants. According to the bylaws, there is no provision for the official appointment of new members, which calls into question the sustainability and representativeness of the structure. While it is theoretically possible to include additional young people, there is a lack of a clear process and broader participation.

Library Offerings: Strong Numbers and Creative Events

The Samtgemeinde Library Salzhausen showed impressive figures in April 2026: 637 active users, 250 new registrations, and a total of 92 events, including 69 for children and young people. Particularly noteworthy are the 36 picture book cinemas, which attracted 961 visitors, as well as 14 library tours and 200 reading start sets distributed through two projects.

The loan statistics were also stronger than expected: a total of 37,597 loans, with 55.4% in children's and youth literature. 5,997 media items were borrowed via Onleihe (digital library service), and the library was open 127 days in 2025, amounting to 850 opening hours. On average, each user borrowed 49.6 items.

These numbers show that the library is not only a place for information but also a central point of contact for cultural and educational offerings. Events such as the picture book cinema or the book delivery service help to actively reach and inspire young people.

Events and Future Visions

In April 2026, there were a total of 2,308 visitors to events, including 1,055 at closed events. This highlights that the municipality of Salzhausen not only offers events but also achieves broad participation. Events such as the picture book cinema or the Future Day (Zukunftstag) demonstrate how diverse and innovative the program is.

Further projects are planned for the future, including the STADTRADELN March 2026, which will take place from June 1 to June 21, 2026. Young people are to be actively involved in raising awareness for sustainability. In addition, the youth parliament has shown interest in networking with other municipalities, indicating a strategic orientation.

Conclusion: Stabilization of Structures is Necessary

Youth policy in Salzhausen is on the right track. With an active youth parliament, a vibrant library, and a wide range of events, a broad spectrum of offerings is available. Nevertheless, weaknesses are also evident – particularly in the structure of the youth parliament. A clear bylaw with clear rules for new appointments and elections is essential to ensure sustainability and representativeness.

There is also room for improvement in the library and event work, for example through even stronger inclusion of young people in planning or through digital offerings. The future of Salzhausen strongly depends on the inclusion of young people – and the April 2026 program shows that there is already much positive groundwork to build upon.
