In February 2026, several significant topics were on the agenda in Salzgitter, setting both climate policy and urban planning impulses. With the approval of zoning plans for solar parks, new fire station buildings, and furniture stores, as well as the adoption of new planning instruments for climate protection and sustainability, it becomes clear: Salzgitter is pursuing a clear course toward climate-friendly and sustainable urban development.

Solar Park Planning: Climate Neutrality and Nature Conservation in Tension

The approval of zoning plan Git 11 for the solar park "Im Steinkamp" in Salzgitter-Gitter marks a milestone in the regional energy transition. With a planned area of 4.7 hectares and a capacity of 5.2 megawatts, the solar park will not only supply electricity for approximately 1,530 households, but also save around 3,100 tons of CO₂ annually.

Yet the planning process was not without challenges. The planning area is located near several Natura 2000 sites, including the FFH area "Innerste-Aue." An FFH pre-assessment confirmed that conservation goals would not be affected, allowing the solar park to be integrated into the landscape with minimal impact. In addition, compensatory measures such as fallow strips, hedge plantings, and extensively used grassland have been defined to preserve biodiversity.

At the same time, the planning emphasizes minimal sealing of the land. The photovoltaic modules are to be mounted on pile foundations, and paved access roads should be avoided. These requirements align with the objectives of the German Sustainability Strategy, which aims to reduce land sealing by 2030.

Large-Scale Retail: XXXLutz in Salder – Opportunities and Criticism

Another central project was the planning of the XXXLutz furniture store in Salder. With 30,200 square meters of retail space and 500 parking spaces, the project is one of the largest retail developments in the region. The city justifies the approval by stating that the project is in line with the Regional Retail Concept and strengthens Salzgitter's central urban functions.

However, the planning has faced criticism. Critics point to the use of 7.59 hectares of arable land and the traffic burden caused by additional car and truck traffic. Although compensatory measures such as green roofs and greenbelts have been defined, there is still a call for a stronger focus on land-saving measures and alternative locations.

In addition, the current connection to the A39 motorway and the L472 road is insufficient. The city has therefore commissioned a traffic study proposing measures to improve the infrastructure. Nevertheless, criticism regarding the use of arable land for commercial properties remains.

Climate Protection in Construction Planning: CO₂ Balance and Green Materials

Another milestone was the decision to make future construction planning climate-neutral. The Council decided to use green steel and CO₂-reduced concrete as standards in tenders. In addition, the CO₂ balance of building materials is to be included in the evaluation of tenders in the future.

These measures are part of a comprehensive strategy aimed at expanding renewable energy and reducing climate-damaging emissions. Starting in 2026, new buildings must use at least 65% renewable energy. Existing buildings have a five-year transition period, and new buildings in the heat network up to ten years, to adapt to the new requirements.

Construction Acceleration and Citizen Participation: Speed and Transparency

To accelerate construction processes, Salzgitter implemented the so-called "Construction Turbo." A guideline for the application of §§ 31, 34, and 246e of the Building Code was adopted, delegating the approval of construction projects with multiple residential units to the administrative committee. This accelerates decision-making without compromising the quality of planning.

At the same time, citizen participation remains a central element of urban planning. Zoning plan drafts are publicly consulted in accordance with § 3 Abs. 2 of the Building Code. In the February 2026 meetings, numerous thematic inquiries were also addressed, including climate protection, energy, transport, and construction.

Conclusion: Urban Development as a Balancing Act

The decisions in February 2026 show how complex and multifaceted urban development is. Salzgitter is relying on climate protection, sustainability, and innovation, while also proceeding cautiously with regard to nature conservation and land use.
