Expansion of Childcare in Salzgitter: Challenges, Funding, and Outlook
In February 2026, important decisions regarding childcare in Salzgitter were in focus. The renovation of the Ringelheim Kita, the new construction in Salzgitter-Lesse, and the expansion of full-day care at primary schools highlight the city’s central challenges and strategies.
Expansion of Childcare in Salzgitter: Challenges, Funding, and Outlook
In recent years, the expansion of childcare in Salzgitter has gained increasing priority. With the goal of making childcare services demand-oriented and financially viable, several projects and decisions were at the center of attention in February 2026. These range from renovation measures in existing facilities to new Kita planning and the preparation for the legally mandated full-day care at primary schools.
Renovation of the Ringelheim Kita: Higher Costs and Adjustments
The Ringelheim daycare center, a project of the St. Johannis Lutheran parish, was expanded in February 2026 with two new infant groups. Initially, costs of 945,000 euros were budgeted. However, due to increased labor and material costs, the coronavirus pandemic, the economic situation, and political sanctions against Russia, the total costs rose to 1,592,645 euros. The additional costs of 647,645 euros were covered from remaining budget funds.
This case illustrates the challenges currently facing many municipal and church operators. The administration advocated for transparent financing and provided detailed cost tracking documents. In addition, the renovation was carried out in compliance with the requirements of the Building Energy Act (GEG), which required additional investments.
New Construction of a Kita in Salzgitter-Lesse: Site Discussion and Planning
The St. Peter and Paul Kita in Salzgitter-Lesse was closed at the beginning of 2025. A new construction is necessary to continue to meet the childcare needs of the district. In the meeting of the Youth Welfare Committee, eight possible locations were evaluated. The former Kita location on Lütge Straße (Location No. 7) is considered the best option, but it requires an extension of the open space by at least 300 m².
A new building should house one infant group and two kindergarten groups. Since the requirements for the plot area (at least 2,500 m² for single-story construction) are not fully met at the current location, a two-story construction is also being considered. The city plans to allocate planning funds and project costs within the budget discussions for the 2027/2028 economic plan, provided a corresponding council decision is made.
Full-Day Care at Primary Schools: Preparations for the Legal Entitlement
As of August 1, 2026, a new legal entitlement to full-day care for primary school children will apply. This is to be fully implemented by 2029. Salzgitter is already in the preparation phase. Structural and organizational measures are being planned, and the administration reports on the funding requirements and possible subsidies.
The parliamentary group DIE LINKE specifically asked about the expansion and funding of full-day care at primary schools. In addition, the summer care program was discussed, which, according to the law, must include at least two weeks by 2026. The city must adjust its capacities and structures accordingly to meet the legal requirements.
Working Group for Childcare: Structure and Cooperation
The working group “Childcare and Family Centers according to § 78 SGB VIII” also played a central role in the meetings. The rules of procedure were revised, among other things due to a changed composition of operators. The voting rights were recalculated, and the number of members was increased to 26.
The working group is a central forum for the coordination and planning of childcare offers. It promotes the exchange between operators and supports the development of minimum standards and concepts. The working group consists of the youth and family services department and independent operators, and meets at least twice a year. Sub-working groups, for example for Kita matters, ensure in-depth technical discussions.
Outlook: Social Tickets, Children's Council, and Youth Social Work
In addition to structural and constructional measures, social and educational aspects were also discussed. The parliamentary group DIE LINKE asked about the number of social tickets issued to children in 2025. The social ticket is a key component of the education and participation package and enables financially disadvantaged families to participate in educational activities.
In addition, the children's council was discussed. The second children's council is planned for the first half of 2026 and will be conducted by the association "Politik zum Anfassen." The children's council is an instrument to involve children in local political decision-making processes.
In youth social work, the cooperation between schools and youth welfare remains a focus. Legal regulations require schools and youth welfare to work closely together in supporting young people—particularly in the prevention of bullying and violence and in promoting social integration.
Conclusion: Stable Structures for a Future-Ready Care System
The decisions and discussions in February 2026 show that Salzgitter is actively working on the further development of its childcare system. Whether in the financing of renovations, the planning of new Kitas, or the preparation of full-day care at primary schools—the city is relying on a cooperative partnership with operators and transparent planning. At the same time, social and educational aspects such as the social ticket or the children's council are also being considered.
In the coming months, it will depend on whether the planned projects can be implemented. The budget discussions for 2027/2028 will play a central role in this. The challenges remain significant, but the structures and the willingness to act in Salzgitter show that a future-ready care system is possible.
