Financing of Accommodations: Three Models for Cost Coverage

The new Fee Ordinance (GOG) introduces three different models for financing municipal accommodations: asylum accommodations, emergency accommodations, and special accommodations. The fees are based on the proportional costs for rent, maintenance, insurance, depreciation, and personnel costs.

A key aspect is that the fees are not charged for social care or security. The legal basis for the introduction of the fees is the Lower Saxony Municipal Charges Act (NKAG). The city aims to ensure the long-term financial stability of accommodations without endangering social hardship cases. At the same time, transparency regarding cost developments is to be enabled.

Social Integration and Prevention: From Kindergarten to Care

Osnabrück is focusing on preventive social work and strengthened integration. Integration groups will be established in the kindergartens Heiligenweg and Wüste, and the municipal integration advisory service will be further expanded in the Schinkel neighborhood office. The Inclusion Forum serves as a central exchange point for all topics related to inclusion.

In the education sector, it is shown that the number of job seekers in Osnabrück has increased, as has the number of rejected apprenticeship positions. This indicates pressure on the labor market, which is further exacerbated by the decline in student numbers at the University of Osnabrück.
