Osnabrück has established itself over the past few years as an active shaper of urban spaces. In April 2026, the Committee for Urban Development and the Environment addressed key issues shaping the future of urban infrastructure, local amenities, and traffic planning. Particularly noteworthy is the planning for the expansion of the LIDL store in Pagenstecherstraße, which was carried out in close coordination with state-level planning directives and urban development goals.

Changes to the Land Use Plan and Zoning

The 109th amendment to the Land Use Plan 2001 marks a milestone in urban development. The plot at Pagenstecherstraße 57 is being reclassified from an "industrial area" to a Special Purpose Area (SO), specifically designated for large-scale retail in the food sector. The aim is to expand a food discount store from 1,000 m² to 1,700 m² in the local amenities center Sedanplatz.

This change is part of the second revision of the Markets and Centers Concept (MZK OS), which aims to strengthen central functions. The planning is supported by several zoning plans, including the 6th amendment to Zoning Plan 95 and the 7th amendment to Zoning Plan 33, which contain similar construction regulations.

Traffic Planning and Infrastructure: Challenges and Solutions

Traffic planning played a central role in the evaluation of the project. The LIDL location is well-connected to public transport (PT), with the "Campus Westerberg" stop in immediate proximity. For delivery traffic, access via Berghoffstraße is planned. To avoid potential traffic congestion, the installation of a physical barrier to reduce left-turning traffic is recommended. In addition, cargo bike parking spaces are to be set up to further reduce motorized individual traffic.

The traffic study showed that although traffic load in the area will increase, it will remain within acceptable limits. The goal is to improve the traffic quality at the intersection of Pagenstecherstraße/Springmannskamp from level C to D, which is considered satisfactory.

Spatial Planning and Urban Development Assessment: Between Criticism and Justification

The expansion of the LIDL site received mixed reactions. The Chamber of Industry and Commerce (IHK) criticized the project on spatial planning and urban development principles, while the State Planning Opinion noted a violation of the integration requirement of the Lower Saxony State Spatial Planning Program 2017. However, an economic impact forecast by the consulting firm CIMA confirmed that the project is compatible.

The urban development goals, particularly in the area of local amenities, were considered legitimate under § 1 (6) of the Building Code (BauGB). However, it is criticized that no recognizable urban development unit emerges at the project site, as the area is in a purely commercial development.

Local Amenities and Competitive Situation: A Key Factor

The Sedanplatz is being redefined in the new local amenities planning and integrated into the Markets and Centers Concept. The existing NETTO store serves as a "pivotal location" with a sales area of 1,110 m². The revenue distribution within the local amenities center is slightly above the reference value of 10%, which is considered acceptable.

The competitive effects of the project are assessed as low, as the NETTO store will be modernized and no harmful effects on local retail are expected. In addition, the modernization of the local amenities center is seen as positive, as it could contribute to the attractiveness of the city center.

Outlook: Urban Development in Transition

The decisions of April 2026 show that Osnabrück is deliberately working towards future-oriented urban development. The expansion of the LIDL site is an example of how local amenities, traffic planning, and urban development support can be closely interlinked. At the same time, it becomes clear that urban development projects always face criticism—particularly in terms of spatial and ecological aspects.

The city will have to demonstrate in the coming years how it can successfully implement funding applications for urban development projects and whether the fundamental changes in the approval process actually lead to faster processing. The expansion of Veloroute 7 and the optimization of cycling traffic are also important steps towards sustainable mobility.
