Sports Policy in Osnabrück: Infrastructure, Inclusion, and Digitalization in Focus

Infrastructure Measures for Competitive and Recreational Sports
The city of Osnabrück decided during the session of the School and Sports Committee on April 29, 2026, to acquire a mobile, relocatable indoor sports floor for the Schlosswallhalle. This step enables the Volleyball Club Osnabrück (VC Osnabrück) to continue its competitive play in the 2nd Bundesliga. The floor is color-coded and provides a standard-compliant playing surface, allowing other sports to continue being used in the hall. The club is responsible for the transportation and assembly of the floor. The city plans to purchase a used floor and find a cost-neutral storage solution.
Additionally, the construction of an artificial turf field at the Sportanlage Hanns-Braun-Straße was approved. This project will be funded by the Municipal Investment Program III (KIP III), after the natural grass pitch was abandoned due to planning complexities. The local sports club SC Schölerberg welcomes the decision, as it allows for a quick realization on the main field.
Inclusive Offers and Financial Support for Children and Youth
Another key topic was the promotion of sports for all children and young people, regardless of their families' financial situation. The Greens/SPD/Volt group's motion calls for stronger communication of funding for club memberships through the Education and Participation Package (BuT). Membership fees can be supported up to 15 euros per month via the BuT. To increase awareness, multilingual flyers, posters, and social media channels will be used. School social workers and family counselors will also be actively integrated into the communication chain.
These measures aim to strengthen social participation in club sports and attract new members, especially from disadvantaged population groups.
Safety and Digitalization in the City’s Sports Infrastructure
The city of Osnabrück is also gradually equipping its sports facilities with Automated External Defibrillators (AEDs). The cost per device ranges between 1,000 and 3,500 euros. Overall, investments totaling 291,100 euros are planned for 38 schools, 38 indoor sports halls, and 6 outdoor sports facilities. Clubs will also be eligible for funding up to 30% of the purchase costs. In addition, renovation work is underway at several sports facilities, such as at the Sportpark Illoshöhe, where the artificial turf on pitch 3 is being replaced.
Another focus is the internet connectivity of indoor sports halls, to enable digital communication for clubs and competition organizers. The city is installing separate network connections to address security concerns. In total, 23 indoor sports halls have been categorized into priority levels, with some already being upgraded for club use.
Outlook: Sports Policy as a Central Element of Urban Development
April 2026 has shown that the city of Osnabrück is responding to the challenges in sports policy with a broad range of measures. From improved infrastructure for competitive sports to inclusive offerings and digitalization and safety – the topics cover both recreational and competitive sports. In the coming months, the first projects, such as the construction of the artificial turf field on Hanns-Braun-Straße or the renovation of the Sutthausen indoor sports hall, will be implemented.
