Osnabrück in Brief – What Was Important in January 2026
A monthly review of the most important decisions and developments in Osnabrück in January 2026 – from energy-efficient housing to hospital financing.
What Was Important This Month
- Energy minimum standards for municipal housing land have been adjusted to the legal standard according to the Building Energy Act (GEG).
- Renovation of the Erich Maria Remarque Peace Centre is underway and is set to be completed by autumn 2028.
- Klinikum Osnabrück receives a loan of up to 19.69 million euros for pre-financing investments.
- Investment budget for schools and kindergartens remains largely stable, although some projects are caught in legal disputes.
- New biodiversity strategy „OSNATÜRLICH“ will be supported by federal funds until 2030.
Housing and Urban Development – More Sustainability Mandated
The Committee for Urban Development and the Environment has made crucial changes to the city's housing policy. The allocation guidelines for municipal housing land have been adjusted to consider the current legal energy standards. Applicants exceeding this standard will receive additional points. This marks a step toward more climate-friendly urban development and promotes the construction of energy-efficient housing.
In addition, the partial expropriation of Schreberstraße has been decided, which will change the traffic volume in the area. The Martinistraße will see an optimized traffic flow. Furthermore, a special construction site for wind turbines has been designated in the Halterbergsfeld, supporting the expansion of renewable energy in the city.
Hospital Financing and Renovation Measures – Investments in the Healthcare Sector
In the Committee for Finance and Participation Management, significant decisions regarding the financing of Klinikum Osnabrück were made. A corporate loan of up to 19.69 million euros was approved to pre-finance investments such as the construction of a new operating and intensive care unit and an expansion of the dialysis facilities. The loan is budget-neutral, meaning it does not directly burden the municipal budget.
Another project in the healthcare focus area is the renovation of the Erich Maria Remarque Peace Centre. The city has decided to continue the renovation and re-conceptualization of the permanent exhibition. The work is set to be completed by autumn 2028. For this, 15,000 euros have already been allocated from the budget for a European-wide tender for the exhibition.
Education and Sports – New Offers for Young People
In the Committee for Education and Sports, the expansion of after-school programs at elementary schools was further developed. The goal is to offer more flexible childcare, for example through daily after-school care and weekly vacation care. In addition, additional pick-up times in the afternoon were agreed upon to relieve parents.
Another project to be implemented in January is the installation of bench-table combinations at playgrounds, soccer fields, and school courtyards. With investment costs of 750,000 euros (2026–2028) and annual follow-up costs of up to 174,900 euros, the youth parliament is actively supported. These measures aim to make everyday life in the city more pleasant for children and young people.
Biodiversity and Climate Protection – Osnabrück is Focusing on Sustainable Development
The biodiversity strategy „OSNATÜRLICH“ will be supported by the federal program on biological diversity until 2030. Concrete measures include wildflower seeding and qualification workshops. In addition, the sustainable urban mobility plan (NUMPOS) is being further developed to promote cycling and biodiversity.
Outlook and Summary
January 2026 was marked by concrete decisions in the areas of housing, health, education, and climate protection. The city of Osnabrück is relying on sustainability, investments, and citizen participation. In February, sports awards and further budget decisions will follow, which will determine the city's future course. The implementation of the approved projects will be crucial for the quality of life of citizens in the coming weeks and months.
