Langenhagen: Financial Policy in March 2026 – Financial Security, Investments, and Fee Reform

In March 2026, the Finance, Economy, and Personnel Committee of the city of Langenhagen made important decisions regarding financial planning, real estate development, and fee reform. These measures reflect the city's strategic orientation to ensure financial stability while simultaneously planning long-term investments.

Financial Policy in Langenhagen: Security and Investments

In March 2026, the Finance, Economy, and Personnel Committee of the city of Langenhagen made several central decisions shaping the city's financial future. The discussions and resolutions reflect a balance between budget discipline, investments in infrastructure, and reforms in cost collection.

Financial Security through Cost Collection Reform

The revised administrative cost regulation is a key decision that realigns the city's fee policy. The new regulation is based on a model regulation by municipal leadership associations and aligns with the lump sums of the General Fee Ordinance (AllGO).

The reform aims to make fee calculation more transparent and fair. For example, costs for copying services, digital copies, and official certifications are being restructured. Fees for services such as certificates of good standing or approvals for building restrictions have also been re-evaluated.

It is important to note that the necessary funds for implementation are already fully included in the current budget. This means no additional financial burden is placed on the city. Additionally, the reform will not include value-added tax, thus reducing administrative costs for residents.

Real Estate Investments and Compensation Areas

Another focus of the March meeting was the planning of real estate investments. The city has decided to acquire a plot in the municipal area of Schulenburg (38,730 m²) as a compensation area. Furthermore, the acquisition of the former chimney sweep school in Langenhagen is planned, covering a total area of 5,109 m².

The acquisition of these properties is subject to the 2026/2027 budget being legally binding. The city will fully cover the costs of the purchase, contract execution, and land transfer tax. The reservation note for investment number 99-23-0001 has been lifted, enabling the implementation of the projects.

These investments are part of a long-term strategy to advance urban development and create a flexible land reserve. The former chimney sweep school could, for example, be used in the future as an educational or cultural center.

Financial Overview and Business Tax Situation

The current account balance of the city stands at 9.7 million euros, of which 5.7 million euros is invested at 0.75% and 4 million euros at 1.75% p.a. on savings accounts. The business tax is a central financial pillar of the city. The current revenue is at 84.8 million euros, while the target is 94 million euros. The city is actively working to achieve this goal, among other things through targeted economic development measures.

In addition, the finance department plans two workshops on financial guidelines, budget 04, and real estate strategy. These are expected to take place in May and June 2026 and serve as internal preparation for future challenges.

Conclusion: Long-Term Planning and Financial Stability

The March decisions of the Finance, Economy, and Personnel Committee show that Langenhagen follows a clear strategy for its financial future. Through the reform of the administrative cost regulation, the fee policy is becoming more transparent and citizen-oriented. At the same time, the city is making targeted investments in real estate that could be valuable for the city's development in the long term.

The current financial situation is stable, and the city has room to meet future challenges. With a clear budget planning and a forward-looking investment strategy, Langenhagen positions itself as a reliable partner for citizens and business.
