The liquidity reserves of the municipality will be depleted by the end of 2026, making a liquidity loan unavoidable. This development shows that the current financial structure is no longer sustainable, especially if rising costs and reduced revenues, as in the case of the business tax, persist.

Although the collective municipality benefits from the new regulation of the Lower Saxony financial equalization, which generates surpluses from 2026 onward, the municipalities of Bendestorf, Harmstorf, and Jesteburg show high negative balances. Jesteburg faces a structural deficit of about €1.8 million, while Bendestorf is burdened with approximately €700,000.
The financial balances indicate that the municipalities will increasingly rely on liquidity loans from 2027 onward to meet their obligations. This poses the risk that investments and capital repayments for existing loans could be underfunded.
Adjustments to the Collective Municipality Fee
To relieve the municipalities, it is proposed to reduce the collective municipality fee in 2026 to 26%. A reduction of 4 percentage points would provide Jesteburg with a relief of €396,400, while Harmstorf and Bendestorf would also benefit. However, this would additionally burden the collective municipality by €665,600, which could further influence the financial balance within the region.
The fee setting continues to be based on the financial capacity of the municipalities. This reflects the different economic conditions that prevail in the municipalities.
