Urban Development in Holzminden: From Fire Station Construction to Sustainability

In March 2026, urban development in Holzminden addressed key topics that touched on both infrastructural and ecological aspects. The focus was on the second amendment to the zoning plan "Am Roten Wasser" in Neuhaus, which aims to enable the construction of a new fire station. Simultaneously, proposals for pump tracks and public toilets were discussed. The planning process took into account spatial planning objectives, nature conservation, and energy efficiency.

Fire Station Construction: Planning Under Strict Conditions

The construction of the new fire station on land parcel 39/7 in Neuhaus is a central element of the city's planning. The project covers an area of approximately 10,900 m² and is located in the northeastern part of the town, directly adjacent to the federal road B497. The land belongs to the city, which facilitates implementation. Nevertheless, numerous legal and ecological requirements had to be considered.

The amendment of the zoning plan from mixed-use area (MI2) to a public necessity area (F) in accordance with §9 of the German Building Code (BauGB) was a crucial step. At the same time, a protection distance of 15 meters from the stream of the Holzminde was established to ensure water protection in accordance with §47 of the Water Management Act (WHG). In addition, part of the area lies within the landscape protection area "Naturpark Solling-Vogler," requiring additional caution during planning.

Access to the site is via the B497 with a 5-meter-wide road and public traffic area. A particular challenge was the noise pollution caused by traffic and fire department operations. The noise emission report, prepared by the Göttingen Acoustics Office, showed that reference values in the MI zone could be exceeded by up to 5 dB at night. To mitigate this, solutions such as the installation of traffic lights during night operations were discussed.

Sustainability and the Environment: Ecological Requirements in Focus

In addition to the infrastructure, ecological aspects were also central to the planning process. The zoning plan sets clear requirements for renewable energy, such as photovoltaics. Additionally, green roofs and façade greening are mandatory. Stormwater management is handled through retention basins and cisterns, with sealed surfaces limited to the necessary minimum.

Another central topic was the protection of designated biotope areas within the planning area. A biotope with the designation GB HOL 4223/007 is located within the zoning plan, and a protection distance of 15 meters from the water body must be maintained. Moreover, all construction projects must be in harmony with the Regional Spatial Planning Plan (RROP) and the Landscape Framework Plan to avoid overburdening the settlement structure.

Sports and Infrastructure Expansions: Putting Citizens' Needs in the Center

In addition to the fire station construction, proposals for sports and infrastructural improvements were also at the center of the meeting. The UWG faction requested the construction of a pump track on the Kuhlager park meadow, while the SPD faction proposed public toilets at the train and bus station. These proposals reflect the city's efforts to improve the quality of life for its citizens and modernize infrastructure at the same time.

The decisions made in March 2026 show how Holzminden is responding to future challenges. With the construction of the new fire station, a central infrastructure is secured, while ecological and social needs are also taken into account.
