The planning has no financial implications and does not affect nature conservation areas or species protection regulations.
Climate Protection and Renovation of the City Center
Another focus was the renovation of Emden's city center within the city's climate protection program. A specific project in the area "Neutorstraße/Am Delft" was detailed, which includes tree planting and site optimization. The total cost of the project is approximately 1,211,500 €, with 80% funded by the KfW program 444 "Natural Climate Protection in Municipalities." The city's share amounts to 242,300 €, taken from the renovation budget.
Municipal climate protection is a central aspect of urban development in Emden. Tree planting not only improves the urban climate but also reduces CO2 emissions and protects against heat islands. The costs for development maintenance arising from this project are eligible for funding, which expands the city's financial flexibility.
Revocation of the Zoning Plan "Residential Area Uphusen"
Another important topic was the revocation of zoning plan D 140 "Residential Area Uphusen." The plan, which was legally adopted in 2004, cannot be implemented due to construction ground problems. The planning area covers about 7.5 hectares in the district of Uphusen. Since an economically viable development is not feasible, the revocation was decided. The costs are already included in the budget of the specialist service 361 Urban Planning. The revocation has no impact on nature conservation areas or species protection regulations.
Street Dedications and Traffic Studies
Within the framework of urban development, street dedications and traffic studies were also addressed. In the zoning plan area D 63 A, 1st amendment "Conrebbersweg," traffic areas were designated as municipal roads under § 47 NStrG. A pedestrian and cycle path was restricted to use by pedestrians and cyclists. The responsibility for road construction lies with the city of Emden.
In addition, an expanded traffic study for the city center was commissioned. The consultant SHP from Hanover presented the current status of the study. The results of this study are intended to contribute to the future planning and optimization of traffic areas in the city center.
