In 2019, the cash balance amounted to 8,515,158 EUR, indicating an increase compared to the previous year. The city recorded a budget surplus of 2,149,000 EUR. Debt taken on remained low, and there were no petty cash loans. Pohlheim is committed to financial discipline and clear budget planning to ensure long-term financial security.
Committee Structure and Youth Participation
In the area of committee structure, significant changes were made. The 1st Amendment Ordinance for the Children's and Youth Advisory Board was unanimously adopted. According to this, two members and two substitutes per district are now provided for. Nominations are carried out by initiatives, associations, schools, religious and political organizations. This regulation strengthens the participation of young people in local politics and promotes a decentralized committee structure.
In addition, a principle decision on the transfer of responsibilities to the Magistrat was passed for the transition period after the local elections. This step ensures that the city remains capable of action during the transition phase.

In the area of urban planning, several projects were in focus. The Zoning Plan No. 14 "Wohnresidenz Zur Langwiese" was adopted in the version of 14.11.2025. The justification was approved on 15.12.2025. This project is part of housing provision and contributes to urban development.

In the area of local courts, there were new elections. Thus, Manuel Michen was unanimously appointed as a lay judge and second substitute of the presiding officer of the local court. Tim Janek Hutzfeld was also unanimously elected as a lay judge. These decisions underline local judicial administration and the stability of municipal judicial bodies.
In the personnel area, planned positions and their staffing were highlighted. In 2019, 152.39 positions were planned, of which 129.07 were filled. The city emphasizes that expenditures exceeding the plan are only permissible in unforeseen and unavoidable cases.
Municipal Participations and Investments
The city of Pohlheim holds participations in several municipal enterprises, including Pohlheim Indoor Swimming Pool and Mittelhessische Wasserwerke (Central Hessian Water Works). In 2019, a new participation in the Holzvermarktung Mittelhessen GmbH (Central Hessian Timber Marketing Company) was established. These participations are part of the municipal economic strategy and contribute to infrastructure and energy supply.
However, underinvestment was recorded in the investment area. The investment coverage ratio fell below 100%, indicating delays in capital funding. Nevertheless, the city pursues a long-term investment strategy to secure infrastructure.
