The city's investment debt and debt of its own enterprises increases from 1,121.1 million euros (2025) to 1,220.6 million euros (2026) and is projected to reach 1,697.8 million euros by 2029. Per capita debt is expected to rise to 10,143 euros by 2029.
A recommendation for budget consolidation until 2029 was issued, including cuts to discretionary spending, prioritization of investments, and reduction of investment debt.
