Social and Housing Policy in Darmstadt: Developments in January 2026
In January 2026, the city of Darmstadt made several significant decisions in the areas of social and housing policy. The focus was on supporting children and young people, combating child poverty, recruiting professionals in child care, and modernizing youth welfare. At the same time, structural changes in the Youth Welfare Committee and the specialist committees were discussed to increase participation and improve the quality of work.
Expansion of Youth Welfare and School Social Work
One of the central topics of the meeting was school social work, where the number of cases has increased. The administration emphasized the necessity of co-funding by the state of Hesse, as the demands on supporting children and young people in schools continue to rise. At the same time, a pilot project for a tandem school leadership was presented, in which a professional leader from the school context and a pedagogical leader from youth welfare jointly take responsibility. The goal is to strengthen cooperation between schools and youth welfare and to enable better support for students.
Furthermore, a new model of participation assistance in schools was introduced, setting the framework for an inclusive school development. Additionally, full-day care for elementary school children is now permanently established, with a legal entitlement coming into effect from 2026/2027. The implementation takes place directly at the schools, enabling closer integration between school and care.
Youth Cultural Work and Poverty Prevention
Another focus was on youth cultural work. The Mayor reported on the Alliance against Child Poverty, which will increasingly focus on promoting cultural offers for young people. As part of this work, the participation in the state program “Prevention Chains Hessen – Successful Upbringing, Living Children’s Rights” was also decided. The aim of the program is poverty prevention and the equalization of development opportunities for all children in Darmstadt.
For this purpose, the city will set up a coordinating office that will work across departments and plan, network, and evaluate measures. In addition, a budget of 63,500 euros over three years will be provided, enabling the implementation of concrete projects. Cooperation with independent organizations and the inclusion of children and families in the planning process are central.
Shortage of Skilled Workers and Vocational Fair
A central problem in the area of child care is the lack of skilled workers, which became particularly evident in January. To counter this, the repetition of the vocational fair for child care in January/February 2027 was decided. The goal is to inspire young people for careers in child care and at the same time to make the diversity of the provider landscape visible. The city plans to promote the fair through municipal channels and to cover the rental costs to increase its attractiveness.
In addition, investment and operating cost subsidies were approved for various youth organizations and institutions. In the areas of Social Urban Development (StSD) and Support for Integration (EGH), new appointments for team leadership positions and the establishment of new coordinating offices are also planned.
Structural Changes and Participation
The Youth Welfare Committee was also in the focus. It was declared not capable of making decisions, as only four of 13 voting members were present. This led to discussions about the future of the committee after the municipal elections and the need to increase participation. A proposal suggested an increased quota for women, with a minimum of 10 women out of 20 members.
In Committee IV, an appeal to the administration was also made to allocate part of the funding from the program “Youth er-leben” to independent providers. This should strengthen the diversity of youth welfare and support work in the independent sector. In addition, a memes workshop to raise awareness about right-wing memes was offered in cooperation with Darmstadt's Adult Education Center (VHS), and a series of AI workshops was planned.
Outlook and Challenges
The developments in January 2026 show that Darmstadt is actively working on the realignment of youth welfare and the strengthening of social offers. At the same time, challenges such as the shortage of skilled workers, structural problems in the Youth Welfare Committee, and the funding of pilot projects remain. The implementation of the approved measures will be decisive in order to sustainably improve the quality of life for children, young people, and families.
