Bremen is committed to a climate-neutral future: Environmental and climate protection measures in March 2026
In March 2026, Bremen took decisive steps toward climate neutrality. The city is investing in natural climate protection measures, energy-efficient buildings, and innovative heat planning. Particular focus was placed on promoting trees, renewing heat networks, and expanding renewable energy sources.
Climate Neutrality in Bremen: March 2026 in Environmental and Climate Policy
In March 2026, Bremen set important milestones in its climate policy. The city is implementing a wide range of measures designed to accelerate the transition to a climate-neutral future. Central themes included the promotion of natural climate protection measures, the energy-efficient renovation of buildings, and the expansion of heat networks and renewable energy.
Natural Climate Protection: Trees, Soils and Biodiversity
The municipal committee for Environment, Climate and Agriculture adopted the Action Program "Natural Climate Protection" in March, which invested over 9 million euros in federal funds. The goal is to increase the city's climate resilience while simultaneously sequestering CO2.
690 new trees and the improvement of 330 existing tree locations are part of the program. In the quarters of Lucie-Flechtmann-Platz and Kattenescher Fleet, natural sanctuaries are being created that not only promote biodiversity but also serve as climate protection measures. The renaturation of the Kattenescher Fleet as a secondary floodplain is another highlight, strengthening natural water retention and biodiversity.
In addition, there is a stronger focus on de-sealing and greening, especially in sensitive areas such as the Bremer Güterbahnhof and school courtyards. These measures help reduce the urban heat island effect and lower CO2 emissions in the long term. The program is a central building block for the goal of making Bremen climate-neutral by 2032.
Climate Neutrality in the Botanika: Energy Efficiency in Focus
Another focal point was the energy-efficient renovation of the botanika GmbH, a central municipal building. With approximately 1.05 million euros in LuKIFG funds, comprehensive measures were carried out:
- A photovoltaic system with 42 modules (5.67 kWp) was installed on the western façade. It produces about 3,090 kWh annually and saves 1.3 tons of CO2.
- The renovation of the sanitation facilities included the use of rainwater via cisterns with a total capacity of 660 m³. This saves 1.89 million liters of fresh water annually, equivalent to 35% of the consumption.
- Overall, the botanika saves 63 tons of CO2 per year through all measures, thus underlining the city's climate neutrality goals.
These investments show how existing buildings can be energy-optimized without compromising municipal functions.
Heat Planning and Infrastructure: The Future of Heat Supply
Bremen is working intensively on heat planning, which aims to enable climate-neutral heating in the city by 2038. In March 2026, important steps were taken:
- The development of the heat plan was initiated, supported by temporary personnel funding from federal funds. The goal is to assess the economic feasibility of heat networks and to evaluate innovative solutions such as river heat pumps and aneurgy networks.
- In Bremen-Nord and Bremen-Süd, investment needs for heat networks of up to 251 million euros (after subsidies) are planned. Important heat sources include large river heat pumps and the use of waste heat from existing facilities.
- The city also plans to expand aneurgy networks, which utilize geothermal energy and brine-water heat pumps. This technology enables not only heating but also passive cooling and is particularly attractive in quarters with high heat demand.
The implementation of the heat planning is a central step to reduce 74% of fossil fuel-based heat generation in Bremen in the long term and to advance the expansion of renewable energy sources.
Support and Funding: How Bremen Meets Its Climate Protection Goals
Funding for climate protection measures is a decisive factor for success. In March 2026, several funding programs were used:
- 2 million euros in LuKIFG funds support climate protection measures in Bremen. 515,000 euros fall to 2026 and 1.485 million euros to 2027.
- The federal program LuKIFG has provided Bremen with a total of 940.85 million euros for investments in climate protection and infrastructure. Bremen's share for financially weak municipalities is 80%, meaning the city receives significantly more funding than other regions.
- Senator for Environment, Climate and Science, Britta Klages, is responsible for project applications and evaluation, in coordination with the Finance Department.
This financial support is crucial to ensure the implementation of climate protection goals and to enable the necessary investments in the areas of energy efficiency, greening and heat planning.
Future of Climate Policy in Bremen
In March 2026, Bremen proved itself to be a pioneer in climate policy. With a combination of natural climate protection measures, energy-efficient renovation, heat planning, and extensive funding, the city is sending a clear signal for a climate-neutral future.
The challenges remain significant: the transition of heat generation to renewable sources, the reduction of CO2 emissions, and the assurance of social justice in the energy transition are central tasks. Yet Bremen shows that with political will, technological progress and financial support, a path to climate neutrality is possible.
