In February 2026, Potsdam focused on key measures in the areas of climate, environment, and mobility. With the establishment of bicycle streets, the recalculation of water and sewage fees, and the evaluation of innovative electricity generation, the city is pursuing sustainable transportation and energy strategies.

Transportation Transition in Potsdam: Bicycle Streets, Bus Lanes, and Parking Fees

In February 2026, Potsdam intensified its environmentally friendly transportation planning. The establishment of the bicycle street Eichenallee and the evaluation of a motor vehicle driving ban at the intersection with Katharinenholzstraße demonstrate the clear focus on expanding cycling infrastructure. At the same time, the debate around the bus lane along Potsdamer Straße remains controversial – the CDU faction is pushing for implementation, while the public shows widespread opposition.

In addition, the parking fee regulation is being adjusted to reduce motorized individual transport (MIV). Fees in parking zone 2 in the city center will increase from 1.50 to 2.00 EUR per hour. This not only aims to financially consolidate the parking space operators but also to relieve public space and promote the environmental transport network (public transport, cycling, and walking).

Energy Policy: Carbon-based PV Systems and Drinking Water Regulations

Another central topic was the evaluation of carbon-based photovoltaic (PV) systems. This technology, which relies on soft films and low weight, could potentially utilize municipal roofs and open spaces in Uetz and Marquardt in the future. Although the efficiency is currently low, the advantages such as rare-earth-free production and potential use in nature conservation areas make the technology interesting. An interim report is planned for March 2026, a final assessment for the summer.

In parallel, the Committee for Climate, Environment, and Mobility intensively examined the recalculation of drinking water and sewage regulations. The Mayor is tasked with recalculating the fees in accordance with the administrative court's requirements, with particular attention to transparency and legal compliance. Energy and Water Potsdam GmbH (EWP) must fully disclose its cost assumptions – including profits from previous years – in the calculation.

Budget Consolidation and Climate Protection: A Delicate Balance

Within the voluntary Consolidation Program 2026–2029, the financial foundations for climate protection measures are to be secured. The draft budget regulation for 2026 has been submitted to the City Council, and it is planned to review the implementation status annually. This is necessary to finance investments in renewable energy and transportation infrastructure.

At the same time, it becomes evident that the city is also managing legal challenges: The Potsdam Administrative Court had already declared the fee rates for the years 2011–2013 to be unlawful. The re-evaluation of the regulations is therefore not only a financial, but also a legal necessity – and a central component for long-term climate and budget stability.

Outlook: Sustainability as a Central Design Factor

The political decisions and projects of February 2026 show that Potsdam is consciously orienting itself towards a sustainable future. Whether in the areas of transportation, energy, or finance – the city is relying on innovation, transparency, and responsibility. Although challenges such as the funding of climate protection measures or the acceptance of bus lanes remain, the political will is clearly visible.

In the further course of 2026, it will depend on how these measures resonate in the daily lives of citizens – and whether they can contribute to a sustainable quality of life in Potsdam.
