Mr. Barth's presentation of the draft budget showed that Department 33 plans a budget in the operating budget that accounts for both ongoing services and investments. In his opinion, clear orientation points for long-term stability and funding were missing.
Social Services and Financial Burdens
Department 38 – Social Affairs and Inclusion – presented showing that 91% of the services provided there are mandatory, leaving only limited opportunities for cost savings. Services under §35a of the Social Code, Book VIII are fully financed by the municipality, highlighting the city's financial responsibility. In addition, the costs for accommodation in basic security under the Social Code, Book II increased, further raising the financial burden.
In contrast, support services under the Social Code, Book IX are funded 15% by the state budget. A challenge is also the moderate increase in the number of cases under basic security in the fourth chapter of the Social Code, Book XII. These developments show that the financial burden in the social sector is increasing and innovative funding approaches are needed.
Integrated Planning as a Future Perspective
One of the central insights from the meeting is the necessity of integrated social and health planning. This planning is intended to strengthen collaboration between departments and enable better networking of services. In addition, a senior citizens' plan is being developed that takes into account the specific needs of older people. These measures are particularly relevant in the current demographic development.
The City Council is informed annually about the review and implementation status of the budget consolidation program. This ensures transparency and allows for continuous adjustment of the strategy.

The 2026 budget is not only a financial plan but also a reflection of the political priorities of the city of Potsdam.
