Health Policy in Potsdam: 2026 Budget and Future Perspectives

In February 2026, Potsdam focused on important decisions shaping the future of health and social policy. The Committee for Health, Social Affairs, Housing, and Inclusion discussed the 2026 budget and a voluntary consolidation program. In this blog article, we analyze the central discussions, backgrounds, and consequences.

2026 Budget and Health Policy in Potsdam: An Analysis

February 2026 was marked in Potsdam by intense debates about the future of health and social policy. At the center were the 2026 budget and the voluntary budget consolidation program for 2026–2029. The Committee for Health, Social Affairs, Housing, and Inclusion held an extraordinary session on February 10 to discuss the draft. These decisions have far-reaching consequences for the funding and structure of local health and social services.

Funding and Structure of Health Services

The 2026 budget for Department 33 – Public Health Service – was presented during the meeting. A central aspect was the care structure planning and integrated social and health planning. These measures are intended to help ensure the long-term security of healthcare services in the region.

Mr. Barth's presentation of the draft budget showed that Department 33 plans a budget in the operating budget that accounts for both ongoing services and investments. However, Mr. Wellmann raised criticism during the discussion, particularly regarding the planning basis of the budget draft. In his opinion, clear orientation points for long-term stability and funding were missing.

Social Services and Financial Burdens

Department 38 – Social Affairs and Inclusion – presented showing that 91% of the services provided there are mandatory, leaving only limited opportunities for cost savings. Services under §35a of the Social Code, Book VIII are fully financed by the municipality, highlighting the city's financial responsibility. In addition, the costs for accommodation in basic security under the Social Code, Book II increased, further raising the financial burden.

In contrast, support services under the Social Code, Book IX are funded 15% by the state budget. A challenge is also the moderate increase in the number of cases under basic security in the fourth chapter of the Social Code, Book XII. These developments show that the financial burden in the social sector is increasing and innovative funding approaches are needed.

Integrated Planning as a Future Perspective

One of the central insights from the meeting is the necessity of integrated social and health planning. This planning is intended to strengthen collaboration between departments and enable better networking of services. In addition, a senior citizens' plan is being developed that takes into account the specific needs of older people. These measures are particularly relevant in the current demographic development.

The City Council is informed annually about the review and implementation status of the budget consolidation program. This ensures transparency and allows for continuous adjustment of the strategy.

Outlook and Need for Action

The 2026 budget is not only a financial plan but also a reflection of the political priorities of the city of Potsdam. The discussions show that there is a high need for action to ensure the funding of health and social services. At the same time, innovative funding models must be developed to counter rising costs.

The next session of the Committee for Health, Social Affairs, Housing, and Inclusion is scheduled for February 17, 2026. Further details and clarifications are expected there. The challenges are great, but the discussions also show that there is political will and planning to secure health care in Potsdam.
