Heat Planning: The Basis for Future-Oriented Energy Policy

Municipal heat planning is a decisive milestone in Hohen Neuendorf's climate protection strategy. In the meeting of the Urban Development and Construction Committee, a comprehensive report on the heat potential analysis was presented. The planning, commissioned to the Hamburg Institute (HIC Consulting GmbH), includes an inventory at the building block level, the evaluation of different energy carriers, and the assessment of heat networks.

A central result: The city's heat demand is approximately 200 GWh, with natural gas currently making up the largest share. However, the potential of heat pumps, biomass, and geothermal energy is also being analyzed. Particularly deep geothermal energy is discussed with a potential of 30 GWh, although heat networks are cautiously assessed due to unclear heat network applications.

The city plans four information events in June 2026 and intends to make the heat plan publicly available in the summer of 2026. The goal is to provide households with guidance – without legal binding. Support from the KfW renovation management is also being considered to promote renovation measures.

Construction Project in Bergfelde: Urban Development Tensions and Legal Risks

Another central topic was the construction project for 21 row houses in Bergfelde. The discussion surrounding this project revealed deep tensions between urban planning goals, legal risks, and the interests of residents.

Key aspects included noise protection, building density, and the accessibility of the site. Additionally, the legal situation was uncertain: The plot is located in the outer area but may be developed in the inner area. This allows the use of the construction accelerator (§ 36a Building Code), which was approved in the meeting with a vote of 9:0.

Criticism, however, came from residents who complained about a lack of information and insufficient noise protection. The decision was finally postponed, as a workshop was requested to find compromises and define the decisions more precisely.

Mobility: Accessibility and Traffic Safety

In the area of mobility, measures to improve the bicycle infrastructure were in the spotlight. A proposal from SPD/Bündnis 90/Die Grünen called for the lowering of kerbs at the Schönfließer Straße railway bridge and at the Puschkinallee. The justification: barrier-free access, accident prevention, and inclusive mobility. With a cost estimate of approximately 5,000 euros per measure and a voting result of 17:10 in favor, the proposal was forwarded to the committee.

In addition, the traffic load caused by new buildings was discussed, particularly in relation to parking situations and traffic flows. In the future, the city will increasingly focus on solutions that reduce traffic peaks and promote sustainability.

Communication and Processes: Challenges for the Administration

A recurring problem in the meeting was the lack of transparency and communication. Residents criticized that they were not sufficiently included in important decision-making processes. Legal uncertainties, as in the case of Building Plan 76, intensified this criticism. In addition, administrative processes were described as slow and without strategy.

The demand for a more active role of politics in negotiations with investors and for stronger resident participation shows that the city processes in Hohen Neuendorf are in need of reform.
