In March 2026, the city of Biesenthal was shaped by a wide range of legal and municipal discussions, particularly within the Finance and Social Committee of the municipal administration. Central to these was the cemetery ordinance, which has been in effect since 2015 and was intensively reviewed in terms of its applicability and future development. Additionally, topics such as the establishment of a municipal housing management company and the use of the special fund “Future Package Brandenburg” were also in focus.

Cemetery Ordinance: A Framework in Transition

The cemetery ordinance of the city of Biesenthal has regulated the use, maintenance, and administration of the municipal cemetery at Friedhofsweg for over ten years. It is based on the Brandenburg Municipal Constitution and the Brandenburg Burial Act (BbgBestG) and defines clear provisions that regulate both usage rights and rules of conduct for visitors and service providers.

In March 2026, the ordinance was once again addressed, particularly in regard to the acquisition and extension of usage rights for burial plots, the approval of reburials, and the regulation of memorials and grave markers. In particular, the acquisition of new usage rights was not possible in sections IX and X or at certain plot locations near the fence, which seems necessary due to capacity constraints and the protection of the cemetery area.

The ordinance also clearly states that commercial activities on the cemetery grounds are only permissible if carried out in compliance with professional and legal requirements. These include, among other things, providing proof of expertise, liability insurance, and registration in the crafts register. Furthermore, the approval of funeral and memorial services, as well as the provision of burial services on the cemetery grounds, is only permissible with the consent of the cemetery administration.

These regulations are not only part of municipal cemetery management but also reflect a culturally and legally sensitive approach to mourning and remembrance. They also illustrate the challenges arising from the increasing individualization and commercialization of the funeral industry.

The Finance and Social Committee: A Decision-Making Body for Municipal Future

On March 11, 2026, the Finance and Social Committee of Biesenthal convened to discuss several key topics. In addition to the cemetery ordinance, the plans for using the special fund “Future Package Brandenburg” were also in focus. This special fund provides the city of Biesenthal with a total of 2.16 million euros in funding for municipal investments.

The city plans to use these funds for infrastructure measures, such as the expansion of the Bie-Me cycle path and the modernization of the school’s heating system. However, not every measure is eligible for funding: for example, the renovation of the Hellmühle bridge was not considered, as it does not meet the funding criteria. The city has also examined the feasibility of switching the district heating network to geothermal energy, which has not yet been conclusively clarified due to high investment costs and heat demand.

Another topic was the establishment of a municipal housing management company. According to the ordinance, the company “Municipal Housing Administration Biesenthal (KWVB)” is to be operated independently but not for profit. Its tasks include the administration, rental, and management of municipal housing. The ordinance also provides that the work management is responsible for the commercial and economic leadership, with the right to participate in personnel decisions.

Accessibility in Biesenthal: A Survey as a Pilot Project

Another highlight of the month was the discussion about the survey on accessibility in Biesenthal. This survey is part of a comprehensive initiative aimed at improving the accessibility of public spaces. Within the Finance and Social Committee, it was discussed how the results of the survey could be translated into concrete action proposals.

The survey primarily focuses on accessibility in administrative buildings, public facilities, and leisure facilities. Particular attention was given to the construction of accessible toilets at the Wukensee beach, which were not considered in the current funding phase. Nevertheless, the topic remains a central issue in municipal planning.

Outlook: Municipal Law in Transition

March 2026 shows that Biesenthal is a city with a sensitive, yet also pragmatic legal and administrative policy. The revision of the cemetery ordinance, the discussion about the special fund, and the consultations on the housing management company show that the city actively responds to changing legal and social conditions.

In the coming months, it will therefore be particularly important to ensure transparency and public participation in these processes. At the same time, the city will take concrete steps toward a livable, inclusive, and sustainable urban development by implementing the results of the accessibility survey and promoting municipal investments.
