The reasoning: although such seminars would be informative, current resource levels were insufficient to implement them.

Critics argued that such structures could increase transparency, but the majority considered the additional workload to be unsustainable.
Disaster Protection and Infrastructure: Power Independence
In the area of disaster protection, a controversial debate arose regarding the power independence of heating systems in critical buildings. The FDP's proposal to use geothermal and biomass heating systems was ultimately rejected, although the FDP received two votes in favor. The reasoning: the administration must be able to continue operating critical buildings such as town halls or emergency shelters in the event of a power outage. The use of conventional electric heating systems remains unchanged.
Event Management: Smoke-Free Protection and Ashtrays
In the area of event organization, a proposal to equip the Steglitzer Woche with more ashtrays was unanimously adopted – albeit in a revised version. The title was changed to "Better Protection for Children, Smoke-Free Zones, and Nature at the Steglitzer Woche." The focus was on the prevention of cigarette butts and the protection of children. The BVV recommended that event organizers create more opportunities for proper disposal – a proposal that must now be put into practice.
Governance Structures: Youth Parliament
Another key focus was the establishment of a Youth Parliament. The proposal to invite this parliament to all public sessions was accepted. This marks a step toward a more participatory democracy. The amendment to the Rules of Procedure (§ 14) is a clear indication of the willingness to involve young people in political processes.
Points of Tension and Future Tasks
The decisions of April 2026 show that governance in Steglitz-Zehlendorf does not always proceed unanimously. While all factions agree on climate-neutral goals or event organization, clear differences arise in infrastructure questions, digitalization, and administrative modernization. The rejection of seminars or guiding roles shows that the limits of resources and political consensus are frequently reached.
In the future, it will be important to see how the BVV deals with growing demands for transparency, participation, and efficiency. The establishment of the Youth Parliament is a positive signal – yet again, it must be emphasized: Decisions must be implemented in practice to be effective in the long term.
