The District Council of Lichtenberg addressed several key topics in April 2026 that pertain to the governance and administration of the district. A central focus was on ensuring barrier-free administrative services and digital transformation, as well as strengthening civic proximity through infrastructural measures such as the provision of drinking water dispensers in administrative buildings.

Cash in Administration: A Controversial Issue

Already discussed in several sessions, the motion from the BSW faction "No Rare Cash – Secure and Expand Barrier-Free Cash Payments in Lichtenberg's Administration" was central in April 2026. The motion proposed to offer cash as a fully valid payment method in all public-facing administrative areas and to develop a resilience concept for crisis situations.

The rationale: Cash is indispensable for certain population groups, particularly the elderly and individuals without a bank account. Moreover, cash is more resilient than digital alternatives, especially during system outages.

However, the motion faced resistance. Counterarguments emphasized the legal obligation to provide bank accounts, the future-readiness of digital payment systems, and the preference of the District Office for card payments. Additionally, the office plans to offer PayPal as a payment method in the future.

In the end, the motion did not gain a majority and was rejected. The vote resulted in 4 yes votes, 3 no votes, and 4 abstentions.

Drinking Water Dispensers: A Small Step with a Big Impact

Another significant decision concerned the provision of drinking water in administrative buildings. The SPD faction submitted a motion to provide free drinking water dispensers in citizen offices and public-facing departments.

The rationale of the motion was based on multiple levels:

  • Health and Hygiene: Providing drinking water promotes the health of staff and visitors, particularly in warmer months.
  • Service Orientation: It is a sign of civic proximity and appreciation.
  • Cost-Benefit Ratio: The effort for installation and maintenance of water dispensers is considered manageable in relation to the benefits.

The motion was unanimously approved, with 16 votes in favor, none against, and no abstentions. Implementation is being carried out step by step, and the District Office is evaluating whether leasing or purchasing the dispensers is more cost-effective. Additionally, it is being assessed whether connecting to Berlin's drinking water system or using replaceable bottles is more economical.

Governance and Participation: Active Citizen Involvement

In addition to these infrastructural topics, several events and initiatives focused on citizen participation and involvement. The Lichtenberg Queer Advisory Board organized a public session in May, and the District Office supported the program of the Queer Action Week 2026.

Another highlight was the work of the Neighbourhood Fund, which had already approved 20 projects by March 2026. Citizens can continue to submit applications to support local initiatives.
