Staff Development and Care Quality

The staffing situation in childcare facilities remains one of the biggest challenges in care policy. In March 2026, the city council submitted a proposal to improve the staffing situation. Facilities with high care pressure are particularly affected, as their staff-to-child ratios often do not meet legal requirements.

The proposal includes, among other things, the revision of the conditions for granting a subsidy for an additional staff member (Z-Kraft). The goal is to make daycare centers more flexible in utilizing additional staff resources to improve care quality. At the same time, a focus is placed on the training and further education of professionals in order to establish stable structures in the long term.

Family Support Centers: More Support for Parents

Another important topic in March is the increase in the grant amount for Family Support Centers starting from January 1, 2027. Family Support Centers are first points of contact for parents who need support in parenting. They offer counseling, courses, and opportunities for exchange. The increased grants will allow for better staffing and the development of new services, especially in rural areas where there have often been gaps so far.

Additionally, the ordinance for the Office for Children, Youth and Families is being revised. This new version reflects current societal developments and strengthens the role of parents in educational work. At the same time, the protection of children is further institutionalized to better anchor child protection and abuse prevention.

Children's Rights and the Future of Youth Services

The city of Rosenheim is increasingly advocating for the inclusion of the children's perspective in political decision-making. In March, initial planning for a project focused on children's rights was presented. The goal is to give children more of a voice in matters that directly affect them, such as the design of their childcare and leisure-time offerings.

Another milestone was the re-election of the Youth Welfare Committee for the term 2026–2032. In the future, the committee will work more closely with young people and parents to develop a community-oriented model of youth services. This form of youth welfare focuses on the everyday lives of children and young people and promotes connected solutions within the community.

On February 10, 2026, the SRO Youth Welfare Agencies Conference was also held in Rosenheim. This conference served as a platform for exchange with other cities and municipalities that are pursuing similar models of community-oriented youth welfare. Rosenheim wants to not only participate in this field, but also provide impulses.

Local Initiatives and Partnerships

As part of the political impulses, the work of "Kind und Werk e.V." was also presented. This initiative promotes cooperation between parents, operators, and educational institutions to enable holistic childcare. Particularly noteworthy is the commitment to inclusive childcare options that are accessible to all children, regardless of origin, disability, or social background.
