Regensburg's Sports Development Plan 2040: How the City is Shaping Tomorrow's Sports

From 2019 to 2040: Regensburg is planning long-term for sports
Sports have a long tradition in Regensburg – and the city wants to strengthen this tradition in the future as well. In April 2026, the Sports Committee unanimously decided to extend the Sports Development Plan (SEP 2019–2030) toward a new catalog of measures for the SEP 2040. This process is not just a technical step, but a strategic one to ensure the city’s sporting infrastructure, movement opportunities, and health prevention for the coming years.
The Planning Process: Evaluation, Analysis, and Participation
The revision of the SEP 2019–2030 will be coordinated over a two-year period by the Office for Sports and Leisure. The process includes several steps:
Evaluation of the existing plan: The city will analyze which measures of the previous SEP have been successful and where deficits exist. This includes, for example, the use of sports halls, the quality of sports facilities, or the integration of sports in kindergartens and schools.
Current analysis and needs assessment: Which sports offerings are already available? Where are they missing? Which population groups – from children to seniors – need to be particularly included in the planning? These questions will be answered with the support of actors from sports associations, health promotion, educational institutions, and the population.
Action catalog for the SEP 2040: Based on the findings, a concrete package of measures will be developed. Examples include the modernization of sports facilities, the promotion of inclusive sports offerings, the expansion of movement spaces in the city, or the support of young athletes through new support structures.
Funding and Partnerships: Little Money, Much Planning
The planning effort for the SEP 2040 is estimated at around 8,000 euros, funded from the budget under position 0.5500.6321. Although the amount appears small, it is justified given the complexity of the project – because the costs mainly lie in the process of participation, analysis, and coordination. The city closely cooperates with sports clubs, educational institutions, health initiatives, and municipal partners. These partnerships are crucial to address the diversity of sports-related needs.
Challenges: Time, Participation, and Priorities
Planning up to 2040 also brings challenges. The time until 2027 is tight to consider all aspects of sports development. In addition, the participation of the population is a challenge – how can citizens be motivated to contribute to the planning? And finally: Which measures are urgent and which can follow in the future? The city will have to set priorities here.
Outlook: A Sports Development Plan for Everyone
The SEP 2040 is more than just a document – it is a guideline for the future of movement in Regensburg. Through its implementation, the city will aim to optimize the sports infrastructure, strengthen health-promoting offerings, and enable access to sports for all population groups. The coming months will show how strong the cooperation between administration, associations, and citizens is – and whether the plan will truly meet the needs of the city.
