Governance and Administration in Erlangen: Structural and Organizational Decisions in February 2026
In February 2026, the city of Erlangen made several significant decisions in the area of governance and administration. From the division of district advisory boards to the reform of the Zweckverband Seebachgruppe – the month brought structural changes and new strategic directions.
Governance Structures Rebalanced
In February 2026, the city of Erlangen made fundamental decisions regarding administrative structure and the organization of municipal bodies. Due to demographic developments, the district advisory board for Anger/Bruck was split into two separate boards. Anger currently has 7,273 residents, while Bruck has 16,494. This division was made to better align the representation of the population with local conditions.
In addition, new electoral districts were defined, including the renaming of the previous electoral district "Bachfeld" to "Bruck," as well as the introduction of sub-divisions such as "Bachfeld-Northwest" and "Bachfeld-Northeast." These adjustments are part of the preparations for the 2026 local elections and aim to improve the quality of representation.
Financial Consolidation and Fiscal Policy
The budget was the focus of several decisions. A one-time allocation of 414,000 € from account 534101 (business tax allocation) was approved to refund release payments for unconstructed parking spaces. This decision was passed unanimously and forms part of a broader financial consolidation strategy.
In addition, annual savings of a total of 968,200 € were approved, with the departments I, II, and OBM each contributing. The funds from the business tax allocation of 2025 (8,695,810 €) did not fully cover the actual allocation amounts (7,097,954 €), so the difference will be covered by withholdings.
Reform of the Zweckverband Seebachgruppe
Another focus was the reform of the Zweckverband Seebachgruppe. The assembly will be significantly smaller in the future: from 18 to 9 members. Erlangen will send only three members instead of the previous six. The administrative and financial management will be transferred to the Verwaltungsgemeinschaft Heßdorf in the future, which promises better coordination and efficiency.
The new statutes will take effect on May 1, 2026, and replace the version that has been in force since 1996. A new allocation key for operational cost allocations will be based on water consumption in the future. This reform is part of a comprehensive effort to make the work of the association more transparent and efficient.
Transparency and Digital Committee Work
Erlangen is placing increasing emphasis on digital transparency. Meeting documents for committees and district advisory boards are available on the platform www.ratsinfo.erlangen.de. In addition, the software "Sitzungsdienst Session" is used to digitize committee work. The technical implementation is carried out by the digitalfabriX GmbH.
These measures are part of a broader transformation process aimed at strengthening public relations and citizen participation in the city. RSS feeds and a research selection for meeting documents complete the digital offering.
Outlook
The decisions made in February 2026 mark a milestone in the governance development of the city of Erlangen. The reforms in the committee structure, the financial consolidation, and the modernization of administration show how the city is responding to growing challenges. The reform of the Zweckverband Seebachgruppe and the establishment of the Sustainability Advisory Board are forward-looking measures that strengthen the coordination and sustainability of municipal work.
