On January 22, 2026, the City Council passed the budget ordinance and a consolidated decision covering departmental budgets, the operating budget, the financial budget, and the medium-term financial plan for 2025–2029. The decisions reflect both the financial framework and the priorities of the city.
Investments and Cost-Cutting Measures in Conflict
Erlangen has intensively engaged in budget consolidation in recent years and continues this strategy in 2026. According to the proposals, cost savings amounting to approximately 986,000 euros were implemented to ease the budget. At the same time, new positions created additional costs of 495,000 euros. The planned revenues for 2026 total 993,600 euros, with estimates of up to 1.45 million euros for subsequent years.

The 2026 budgeting rules stipulate that 100% of the positive budget result for the year will be directly reinvested into the budget. A budget reserve is not provided, and losses will be carried forward in full. The administration is also authorized to make formal and editorial changes to financial plans, while the substantive foundations remain unchanged.
Financial consolidation also includes the vacating of an administrative site, which is being implemented as part of cost-cutting measures. In addition, an annual renovation program for damaged and renewal-needing sections of the street network is proposed to reduce long-term costs.
Cash Credit and Liquidity Planning
Erlangen plans to take out cash credits up to an approved volume to ensure liquidity. The current cash credit balance amounts to 102 million euros, part of which is tied to financing the fiscal year 2024. Due to liquidity planning, an increasing need for cash credits is expected, which is why applications for an increase in the approved volume are being submitted to the Government of Middle Franconia.
Outlook: Investments in the Future
Despite cost-cutting measures, Erlangen is investing in the future. The city is applying with three projects for the federal program "Renovation of Municipal Sports Facilities." These projects could cover up to 45% of the costs through federal funding. The municipal share is 17.5%, which will be financed from the municipal investment budget.
In addition, the Municipal Heat Plan (KWP) for 2026 has been adopted. The goal is to achieve greenhouse gas neutral heating by 2040, with already initiated measures such as energy counseling and Climate Mobile campaigns being continued.
