Urban development in Bayreuth is the focus of a wide range of projects in March 2026 that touch upon infrastructural, social, and ecological aspects. In several sessions of the Urban Development Committee, decisions were made that will significantly shape the city's future. The topics range from the renovation of historic buildings and the creation of new housing projects to the adaptation of traffic and parking regulations.
Construction Projects in Focus
A central topic was the phased reconstruction of the State Vocational School I. In the meeting on 03.03.2026, the quarterly report IV/2025 was presented, which covered all current construction plans and changes to services. For example, work such as electrical installations, screed work, and sanitary services were awarded. The project management is carried out by the firm Hitzler Engineers, and the rapporteur, Urte Kelm, provided a transparent overview of the current status.
Another project discussed in March is the renovation and renovation of the City Hall / Friedrichsforum. Here, specific changes to sanitary and information technology systems were approved to improve the functionality and barrier-free access of the central event venue.
Housing Promotion and Architectural Realignment
Bayreuth is increasingly relying on the new regulations in the Building Code (BauGB), particularly the so-called "Housing Construction Acceleration", which includes, among others, § 34 Abs. 3b. The city plans to realize a total of about 1,230 new housing units by 2034 through urban development contracts. In March, new zoning plans were drawn up, including for the residential area Untere Herzoghöhe and the infill development in the residential area Justus-Liebig-Straße.
Since 2017, around 2,200 housing units have already been implemented through construction planning rights. This shows that Bayreuth is actively responding to the increasing demand for affordable housing. At the same time, sustainability and dense, lively development are being considered.
Parking Policy and Mobility
The parking ordinance (StS) is another central topic. The goal is to reduce construction costs and promote sustainable mobility. The current ordinance, which was adopted on 25.05.2022, is valid until 23.07.2025. It sets differentiated parking obligations according to use and city zone. For example, fewer car parking spaces are required in the core zone than in the rest of the city area.
In addition, developers can release up to 50% of the car parking spaces if they offer qualified mobility concepts such as car or bike sharing. The release fees are 1,200 euros per bicycle parking space and 6,000 euros per motor vehicle parking space.
In the meeting on 17.03.2026, a motion for the adjustment of the parking ordinance was submitted, which focuses on investor-friendliness and sustainability. The administration emphasizes that the current ordinance works well in practice and does not pose any obstacles for developers.
Monument Protection and Fencing Regulations
Another focus was on monument protection. The former porcelain factory "Walküre" in Gravenreutherstraße was entered into the list of monuments. The monument status for four building parts, the factory owner's villa, and the fencing was confirmed. The owners have until 31.07.2026 to carry out the required renovation measures.
In addition, a motion for a general adjustment of the fencing regulations was submitted. The aim is to repeal outdated regulations such as the obligation to install hunter or Hanichelle fences and instead allow more freedom in design, provided the fencing fits into the local image and does not raise safety concerns.
Outlook
The decisions of March 2026 show that Bayreuth is actively participating in the challenge of urban development. By combining investments in education, housing, traffic, and monument protection, the city will preserve its identity while growing. The adjustments to the parking ordinance and the fencing regulations are examples of how Bayreuth is flexibly responding to social and ecological developments.
With these measures, Bayreuth will not only become more attractive for investors and residents, but also more livable and sustainable in the future.
