Personnel Changes and New Structures in District Politics

Reappointment of the District Council and Committees
On April 28, 2026, the District Council of the Rhein-Neckar district decided on a significant personnel change: Manuel Just will become the new District Administrator starting on May 1, 2026, thereby ending his membership in the District Council. His successor in the council is Holger Haring, who will join the District Council. At the same time, Haring is obligated to serve as a substitute candidate for the electoral district 2 "Weinheim," with the by-election taking place on July 21, 2026, in Waibstadt.
In several committees, new members were also appointed: David Faulhaber, Ramona Mauz, and Holger Haring have taken on roles in the Committee for Administration and Finance, the Committee for Schools, Culture, and Sports, as well as the Youth Welfare Committee. These new appointments reflect an increased focus on education, culture, and youth policy and demonstrate the district's political will to support and advance these areas.
Educational Environments and Investments
Another focus in April was the completion of construction work at the Steinsbergschule in Sinsheim. The final cost settlement for the new school building and the integrated kindergarten was confirmed at 21,022,259.75 euros. This amount is slightly more than the originally approved budget by nearly 1.1 million euros, but the additional costs were already accounted for in the 2026 Budget Plan. The construction was carried out to the Plus-Nearly-Zero-Energy-Building (Passivhaus-Plus) standard, including a photovoltaic system with a capacity of 136 kWp and a gross floor area of 3,575 m². The project was completed in June 2024 after 30 months of construction.
Unanimous Decisions in the Finance Committee
On April 14, the Committee for Administration and Finance passed several unanimous decisions. The acceptance of a grant was unanimously approved, with the exact details included in the annex to proposal 23/2026. In addition, Dr. Gabriel Lipps was removed from the Steering Committee of the Integrated Command Center and replaced by Stefanie Heck.
Other unanimous decisions concerned the final cost settlements for the renovation and modernization of the workshop, building A, at the Weinheim Vocational Training Center (5,366,717.20 euros) and for the renovation and modernization work at the Road Maintenance Support Point in Eberbach (1,513,630.06 euros). These investments demonstrate that the district is preparing for the future and is committed to providing modern, safe, and inclusive training environments.
Equality of Opportunity as a Long-Term Commitment
The Equality of Opportunity Plan 2025–2031 was noted by the Finance Committee. This plan defines goals and measures based, among others, on § 25 (1), § 26 (2), and § 27 (1) of the Baden-Württemberg Equality of Opportunity Act. It marks a milestone in the implementation of an inclusive and just society in the Rhein-Neckar district and shows the political will to actively promote equality and participation.

April 2026 was marked by personnel changes, investments in educational environments, and the implementation of equality goals.
