Education and Infrastructure: A Key Role for Mannheim's Future
Education and the quality of public facilities are central pillars in the development of a city. In January 2026, these topics were at the center of political decisions in Mannheim. The city made clear statements in favor of educational equity, infrastructure modernization, and the promotion of social participation – often with long-term effects.
Educational Equity: Fee Models and Care Services
In January 2026, the Ordinance on Usage Fees for Care Services at Primary Schools and SBBZ was unanimously passed. Starting in September 2026, new fee models will be applied that are more aligned with the financial situation of families. Children from other municipalities will pay 50% higher fees in the future, while discounts will be granted depending on household size and social benefits.
In addition, the right to full-day care for grades 1–4 is guaranteed as of August 2026 – a milestone in school development. The early care service is being abolished, and staff will be reallocated to summer care. The lunch break support receives a clear focus with a reduced budget of 85,000 €: high-quality and adequately staffed lunch break supervision.
Infrastructure: Renovations and Modernizations
There was also much to do in terms of infrastructure. The roof renovation at the Wilhelm-Busch School with a budget of 1.4 million € was approved and will be carried out in two construction phases. The sports hall of the Ludwig-Frank-Gymnasium also came into focus, with its renovation being applied for under the federal program "Renovation of Municipal Sports Facilities."
Another milestone is the completed replacement construction of the IGMH sports hall, which is to be used from 2025 onwards. At the same time, the renovation of the LFG sports hall is urgently necessary due to safety concerns. Here, alternative locations for physical education must be found.
Early Support: Prevention and Cooperation
In the area of early support, further measures to strengthen families with children were decided. A caregiver (0.5 full-time position) will be deployed at the maternity clinic of the University Medical Center Mannheim until the end of 2026 to identify developmental risks early and connect families with support services.
The evaluation confirmed that 38% of cases were referred to early support through the mentor system. The cooperation with three maternity clinics (University Medical Center, St. Hedwig Clinic, DIAKO) has been ongoing since 2018. The goal is to convert this structure into a permanent arrangement.
Outlook and Challenges
The decisions made in January 2026 show that Mannheim is consciously committed to a sustainable, fair, and high-quality education policy. At the same time, it becomes clear that there are also limits and resources are constrained – whether in the financing of lunch break support or in the renovation of sports halls.
The digitalization of the Family Pass and the wage supplement for Jobcenter staff are further steps toward social participation and staff retention. The challenge will be to ensure these measures in the long term and integrate them into structures in order to maintain the educational and infrastructure policy of Mannheim in a stable way in the future.
