Freiburg's Administration 2026: Structural Appointments and Governance Decisions
In February 2026, the Freiburg City Council made a series of governance decisions that fundamentally changed the city's administrative structure. This blog article analyzes the key decisions, ranging from personnel changes to committee reforms and financial orientations.
Freiburg's Governance in Focus: Structural Adjustments in February 2026
In February 2026, the Freiburg City Council addressed a range of governance decisions during its meeting that shaped both the administrative structure and the financial orientation of the city. Through personnel changes, committee reforms, and investment decisions, key levers were set for the coming years. The focus was on transparency, sustainability, and a forward-looking administrative organization.
1. Personnel Changes and Committee Reforms: Reorganization of the Administration
A central topic of the meeting was the reappointment of committees and administrative positions. Following the resignation of Prof. Dr. Johannes Gröger, who left the City Council due to a conflict of interest, Erwin Wagner was appointed as the new city councilor. Wagner is an experienced politician who was elected to the City Council in the local elections on 09.06.2024.
In addition, over 20 committees and councils were newly appointed, including the Main and Finance Committee, the Mobility Committee, and the Social Committee. Special attention was given to the reappointment of the Committee for Environment and Climate Protection, which will play a key role in Freiburg's climate protection strategy in the coming years.
Supervisory boards of municipal companies such as FWTM, Stadtwerke, Flugplatz, and f.q.b. gGmbH were also newly composed. These reforms reflect Freiburg's approach to creating a transparent and democratic administration in which decision-making processes are clearly defined and responsibilities are distributed.
2. Administrative Structure: New Deputy Mayors and Deputy Roles
Another focus was the reappointment of deputy mayors. Roland Meder was appointed as deputy mayor for Department III (Culture, Social Affairs, Migration), while Dr. Carolin Jenkner is responsible for Department IV (Finance, Economy, Fire Department). Prof. Dr. Haag was appointed as the First Deputy Mayor, establishing a clear hierarchy in the administrative structure.
The succession order for the deputy mayor was also defined: Christine Buchheit, Roland Meder, and Dr. Carolin Jenkner form the succession sequence. These decisions show how Freiburg is reorganizing its leadership level in order to make decision-making and administrative planning even more efficient.
3. Financial Planning and Participation Reports: Transparent Financial Policy
Freiburg has also realigned itself financially. The medium-term financial plan for 2026–2030 was approved, with special attention paid to the investment planning for municipal companies. An unplanned disbursement of 11.9 million euros to the Freiburger Stadtbau GmbH from the land readjustment procedure Lehen Zinklern was approved – a sign of the stability and planning security of municipal finances.
The Participation Report 2025 was adopted, and the city has opted not to issue an Extended Participation Report (EBB) for the next four years. Instead, an implementation decision for 2026 was adopted. This shows that Freiburg acts pragmatically and purposefully in financial transparency.
4. Project Approvals and Committee Process: Future-Oriented Urban Development
In addition to personnel and financial decisions, several project approvals and committee decisions were also made. The motion "Strengthening Neighborhood Health" was unanimously accepted, and a committee process was established to improve healthcare in the districts. In addition, the amendment to the zoning plan "Unterwiehre Nord" was approved, marking a milestone in urban planning.
The reappointment of the supervisory board of Freiburg Stadtwerke GmbH and the extension of management contracts in municipal companies show how Freiburg remains planable in the long term, even as the political landscape changes.
Outlook: Governance as the Key to Freiburg's Future
The decisions in February 2026 mark a milestone in the governance development of Freiburg. The city has deliberately chosen a clear, transparent, and sustainable administrative architecture that ensures both political stability and financial security.
In the coming months, it will become clear whether these structural adjustments bear fruit in practice. The involvement of citizens in decision-making processes, the strengthening of districts, and the clear financial orientation are central issues that will test Freiburg in the coming years. With such a governance strategy, the city is well prepared to master the challenges of the future.
