In March 2026, Freiburg focused on decisions shaping the future of its daycare centers and youth welfare. The construction of the new Violet Children and Family Center and the approval of unplanned expenses mark significant steps in municipal childcare.
New Construction of the Violet Children and Family Center: A Milestone for Weingarten
The fire at the old Violet Children and Family Center in 2022 created an urgent need for action. After extensive planning phases and several city council decisions, the Municipal Council approved the replacement and expansion of the center in Weingarten in March 2026. The building, scheduled to open at the end of 2028, is planned as an Efficiency House 40 according to KfW standards and will include a photovoltaic system with 70 kWp. Total construction costs amount to 10.5 million euros, including 350,000 euros for movable equipment.
The new center will house six daycare groups for a total of approximately 100 children, including a group for children under three years of age. In addition to the daycare, the family center offers a wide range of parental and family education, speech therapy, language support, and educational therapy. Particular attention was paid to sustainability and climate protection: the building complex will be equipped with a groundwater heat pump and heat recovery ventilation. Moreover, an urban garden will be created to serve as a learning and experience space for children and families.
Budget Overruns in Youth Welfare: Challenges in 2025
In March 2026, the financial challenges of youth welfare were also on the agenda. The application for approval of unplanned expenses amounting to 9.02 million euros for the year 2025 was discussed. The main cause of the budget overruns was the product group "Support for young people and their families," particularly in the areas of educational support, integration assistance, and temporary care. This development shows that the demand for state support in the youth welfare sector is increasing – a trend also observed in other cities.
In contrast, the product group "Daycare facilities for children and child care" showed a budget underspend. This could be due to lower demand for parental contributions or higher capacity utilization. Nevertheless, the need for high-quality childcare remains – especially against the background of planned expansions such as the Violet Center.
Youth Participation and Sports: Challenges in the Freiburg District of Herdern
Another topic discussed in the Youth Welfare Committee was the lack of open sports fields and indoor facilities in Freiburg, particularly in Herdern. Changes in after-school care at schools require a reorganization of sports and leisure activities. Current restrictions affect not only regular sports classes but also vacation and youth participation programs.
In this context, the "Speak Up" format for youth participation on March 5, 2026, was also discussed. Such formats are crucial for incorporating youth concerns into urban planning. The proposal to open basketball courts in Herdern specifically for young people is an example of how local initiatives can contribute to better utilization of sports facilities.

In the coming months, it will be crucial to consistently implement the planned investments while simultaneously distributing financial resources in youth welfare in a meaningful way. Youth participation and the creation of sports and leisure activities are of great importance not only for educational but also for health and social reasons.
