Urban Renewal: "Heutingsheim Nord" as a Central Focus
In April 2026, the Technical Committee decided to initiate preliminary investigations for the renewal area "Heutingsheim Nord." Classified as an urban problem area, it will be examined under § 141 of the German Building Code (BauGB) and ultimately designated as a renewal area. The goal is to secure housing supply, strengthen social cohesion, and improve energy efficiency. In addition, the revitalization of retail and the enhancement of public space are planned.
The renewal will be financially supported through state funding—60% of the costs will be covered, with the municipal share amounting to 40%. Wüstenrot Haus- und Städtebau GmbH has been commissioned to carry out the preliminary investigations. These include a comprehensive survey of property owners, tenants, and lessees, as well as an analysis of urban planning deficiencies. The results will form the basis for the drafting of regulations and thus the formal designation of the renewal area.
Energy and Water Supply: Modernization and Staffing Structure
In April 2026, the city of Freiberg am Neckar intensively addressed the future of its energy and water supply. The Municipal Utility Company plans to create a full-time (100%) position for the water supply branch of operations. At the same time, the position of Climate Protection Manager will be expanded by 20% to take on organizational and commercial tasks in district heating supply.
In addition, an energy center at Wasen is planned, which is intended to integrate the four existing heating networks. Tasks in the areas of water supply and district heating will be increasingly handled internally in the future to reduce dependence on external service providers. Full remote monitoring of the facilities is required, which is associated with high costs but could result in long-term savings through tax-related cross-subsidies.
Building Automation: Modernization of the Prisma Building
Another central project was the migration of control and regulation technology in the Prisma building. The DDC3000 system, in operation for 25 years, will be replaced by the modern DDC4000 system. The company Kieback & Peter has been commissioned to carry out the modernization, with costs amounting to approximately 80,000 euros net.
The replacement includes the installation of new automation stations, the purchase of software licenses, and the creation of wiring diagrams. The goal is to improve energy efficiency, make operations more reliable, and simplify operation through a modern web interface and touchscreen. This measure is part of the long-term strategy to optimize building automation in the city and meet climate protection goals.
