The financial situation of the city of Esslingen deteriorated significantly in 2026 due to unexpected revenue developments and rising expenses. Corporate tax revenues were well below expectations in 2025, and the repayment of taxes further exacerbated the situation. To ensure long-term financial stability, comprehensive consolidation measures were decided, which are expected to last until 2029.

Consolidation Measures: Figures and Objectives

In April 2026, the supplementary budget for 2026/2027 was adopted, which includes the first steps of the budget consolidation from 2026 to 2029. The goal is to save a total of 25.7 million euros, which corresponds to a consolidation volume of 43.1 million euros. The savings targets are structured in a step-by-step manner:

  • 2026: 3% savings
  • 2027: 5% savings
  • 2028 and 2029: 12% savings

To achieve these goals, 172 positions were eliminated, although originally 200 positions were planned. The city pursued a socially acceptable implementation, excluding layoffs for operational reasons.

The savings are primarily achieved through reductions in administration, education, and the cultural and leisure sectors. For example, Christmas gifts and balcony plants were eliminated, and the number of events in museums and galleries was reduced. In schools, cleaning services and advertising budgets were cut, resulting in over 400,000 euros in annual savings starting from 2026.

Revenue Optimization and Investments

In addition to the savings, Esslingen is also focusing on increasing revenues. The city expects additional income of 94,000 euros per year from parking fees. Esslingen also benefits from the single-use plastic fund, which provides an additional 400,000 euros in funding until 2029. These revenues are intended to reduce the budget gaps in the coming years.

At the same time, significant investment projects are underway, such as the renovation of the city library (Pfleghof), whose budget is set at 18.9 million euros. Completion is planned for 2032. For 2026 and 2027, 2.1 million euros and 0.985 million euros are already included in the budget. The city has also submitted an application for a renovation area to access additional grants.

Regulatory Relief and Administrative Simplification

Another focus of the April 2026 planning was administrative simplification. With the Local Regulatory Relief Act (KommRegBefrG), 37 regulatory exemptions were applied for to reduce administrative costs and remove bureaucratic hurdles. These include digital payment orders, QR code-based advisory documents, and simplified audit procedures.

A central goal was to relieve the administration and accelerate processes. For example, the obligation to prepare a participation report under § 95a GemO was eliminated, as existing reports were considered sufficient. Formal proof requirements were also reduced for donations and housing allowance applications.

Outlook and Challenges

The budget consolidation is a process that will last until 2029. The city of Esslingen has deliberately chosen a socially acceptable implementation to minimize the impact on the population. Nevertheless, the consolidation also means restrictions in areas such as education, culture, and social services.

In the next phase, a three-stage consultation process is planned until July 22, 2026, in which the supplementary budget will be clarified. Transparency and public participation remain central. Whether the budget targets can be achieved also depends on how the revenue development evolves in the coming years and whether additional grants can be accessed.

Esslingen is therefore walking a sensitive line between financial stability and social responsibility. The coming months will show whether the chosen paths will bear fruit – and how strongly the financial consolidation will affect the quality of life in the city.
