Heat Adaptation: From Mist Spraying Systems to Green Islands

The city center of Esslingen is increasingly affected by the urban heat island effect. Shopping streets such as Bahnhofstraße, Ritterstraße, and Berliner Straße are particularly affected. These areas have a high degree of sealing and limited air circulation.

To reduce heat stress, the city is planning a range of measures. Greening, shading, permeable ground surfaces, and cool recreational areas are intended to lower temperatures. Mist spraying systems are an effective option, but they are labor- and financially intensive. Mobile green elements and so-called "Cool Spots" – green islands in the city – are already in the planning stage.

Special attention is given to vulnerable population groups such as children, seniors, and homeless individuals. Heat protection concepts are being developed for kindergartens and schools to ensure health protection.

Flood Protection: Renovation and New Risk Maps

Another area of climate change with high priority in Esslingen is flood protection. The city has decided to renovate the flood retention basin at Eissee for 740,000 euros. This project is part of a comprehensive strategy supported by new heavy rain risk maps.

These maps, made available online, show the risks for individual districts. An information event is planned for 2026 to inform the public about the risks and protective measures. Model calculations by KIT have developed three flood scenarios for the city center. While no flooding is expected in a HQ 100 scenario, large areas could be flooded in an extreme event.

Funding: Grant Programs and Budget Realities

The implementation of climate protection and flood protection measures also depends heavily on funding. The city is relying on federal and state grant programs, including the Federal Climate Adaptation Program and KfW funding. A dedicated climate adaptation fund will not be established, but donations can be used for specific purposes.

The budget situation does not allow for binding commitments for measures – funding is the subject of budget discussions in the fall of 2026. This highlights the challenge of combining political priorities with limited resources.

Urban Development as a Climate Protection Strategy

In addition to measures for heat and flood adaptation, urban development plays a decisive role. Esslingen is following the principle of "inner development before outer development," which includes a moratorium on new outer developments until 2030. The goal is to create compact districts that promote short distances, green connectivity, and energy efficiency.

The city has launched a potential analysis for urban development, to be completed by 2025. Evaluation criteria include, among others, access to public transport, proximity to green spaces, and heat stress. The focus in the pilot phase will be on Oberesslingen.

In addition, the "Bauturbo" is used to accelerate infill development within settlement areas. This exceptional provision of the Building Code applies until 2030. Municipal planning authority remains intact, and environmental aspects play a central role.

Outlook: How Esslingen Remains in the Climate Change

Esslingen has shown in recent months that climate protection is not an abstract goal, but requires concrete measures. From the creation of green islands to the renovation of flood retention basins – the city is using a variety of tools to become more resilient.

The challenge for the future lies in the financial and political framework. The budget discussions in the fall of 2026 will show whether Esslingen can fund its climate protection goals. At the same time, urban development remains a key component in making the city livable and climate-resilient.
